A widening controversy over artificial intelligence has taken center stage, as Florida officials investigate what they describe as a possible link between an AI chatbot and a deadly campus attack—placing the ChatGPT FSU shooting at the heart of a legal and ethical storm.

State Opens Investigation Into AI Giant

James Uthmeier announced April 9 that his office has formally launched an investigation into OpenAI and its chatbot ChatGPT.

In a video posted on X, Uthmeier cited growing concerns about artificial intelligence and its potential risks to public safety and national security. He pointed to reports linking AI tools to criminal misuse, including child exploitation material and content that may encourage self-harm.

Most notably, he said investigators believe ChatGPT “may likely have been used to assist” the suspect in the 2025 shooting at Florida State University.

“We support innovation,” Uthmeier said, “but that doesn’t give any company the right to endanger our children, facilitate criminal activity, empower America’s enemies, or threaten our national security.”

Deadly Campus Attack Under Scrutiny

The shooting, which unfolded in April 2025, left two people dead and six others injured. The suspect, Phoenix Ikner, then a 20-year-old student, now faces charges of first-degree murder and the death penalty.

The investigation gained urgency after revelations that Ikner had interacted extensively with ChatGPT before the attack—conversations that are now under intense review.

Lawsuit Imminent From Victim’s Family

The probe comes just days after the Tallahassee Democrat reported that the widow of one of the victims plans to sue OpenAI.

Attorney Ryan Hobbs, representing Betty Morales—whose husband, Robert Morales, was killed—said legal action will be filed “very soon.” He alleged the suspect was in “constant communication” with ChatGPT and that the chatbot “may have advised the shooter how to commit these heinous crimes.”

Chilling Conversations Revealed

Documents obtained from the State Attorney’s Office show that on the day of the attack, Ikner asked ChatGPT hypothetical questions about a mass shooting at FSU.

He inquired how the nation might react, prompting the chatbot to describe typical media responses, including live coverage by major networks.

The exchange escalated as Ikner asked about recent school shootings and what level of casualties typically draws national attention. ChatGPT responded there was no formal threshold but noted that incidents involving three or more deaths often gain widespread coverage.

Ikner then pressed further, asking whether a similar event at FSU would receive national attention. The chatbot confirmed it likely would, referencing a past 2014 shooting at the university’s Strozier Library.

In later messages, Ikner asked about firearms, including whether certain ammunition would work in incompatible weapons. ChatGPT clarified the differences between a 9mm handgun and a 12-gauge shotgun. When shown an image of shotgun shells, the chatbot confirmed their lethality at close range.

Growing Debate Over AI Responsibility

USA TODAY has reached out to OpenAI for comment, though no response has been publicly reported.

The unfolding case has ignited a broader debate over the responsibilities of AI developers in an era where digital tools can shape real-world actions. Critics argue that even neutral or factual responses may carry unintended consequences when placed in dangerous hands.

A Case That Could Redefine Accountability

As investigators dig deeper, the ChatGPT FSU shooting case is emerging as a potential landmark moment—one that could redefine how responsibility is assigned in the age of artificial intelligence.

Like a spark in dry brush, the intersection of technology and tragedy has ignited questions that stretch far beyond one campus, one company, or one crime—questions that now demand answers in courtrooms and across the nation.
