A routine eviction in Central California spiraled into chaos Thursday, as the shooting of deputy in Porterville claimed the life of a veteran detective and unleashed hours of fear across a quiet neighborhood.

Gunfire Erupts During Eviction Attempt

Authorities say deputies with the Tulare County Sheriff's Office arrived at a home on Brian Avenue near North Salisbury Street around 10:40 a.m. to serve a final eviction notice when violence erupted without warning.

Sheriff Mike Boudreaux said the suspect, 59-year-old David Morales, had failed to pay rent for 35 days and appeared to be anticipating law enforcement’s arrival.

“He laid in wait,” Boudreaux said, describing how deputies were met with immediate gunfire upon arrival. Morales, armed with a high-powered rifle, barricaded himself inside the home as shots rang out in rapid succession.

Detective Struck in Line of Duty

Detective Randy Hoppert, who responded to assist at the scene, was struck during the exchange.

Following a high-risk tactical rescue, Hoppert was rushed to Sierra View Medical Center, where he later died from his injuries. Officials considered airlifting him to Community Regional Medical Center, but his condition was too unstable for transport.

Hoppert, a U.S. Navy veteran who served from 2010 to 2015, joined the sheriff’s office in January 2020. He leaves behind a wife who is four months pregnant. His grandfather also served as a Tulare County undersheriff, underscoring a family legacy of public service.

Neighborhood Locked Down as Siege Unfolds

As the standoff intensified, multiple SWAT teams flooded the area. Homes across four blocks were evacuated, while crisis negotiators and assisting agencies converged on the scene.

The California Highway Patrol deployed a helicopter equipped with specialized technology to track the suspect. Nearby schools—including Westfield Elementary School, Sequoia Middle School, and Monache High School—were placed on secure status, keeping students safely indoors.

The office of Gavin Newsom also requested a briefing as the situation escalated.

Seven-Hour Standoff Ends in Fatal Encounter

After nearly seven hours of tension, Morales emerged from the home around 6 p.m., moving through nearby yards dressed in camouflage and tactical gear.

Sheriff Boudreaux said a SWAT team from Kern County deployed a BearCat armored vehicle into the area. Morales was spotted lying prone on the ground before opening fire on the armored unit.

In a split-second decision, officers used the vehicle to run over the suspect, killing him and ending the standoff.

Unanswered Questions and Lasting Impact

Despite the violent confrontation, authorities say Morales had no prior criminal record—not even a traffic violation—leaving his motive a mystery. Though he owned 18 registered handguns, officials confirmed he used a rifle during the attack.

The tragedy marks the first line-of-duty death for the Tulare County Sheriff’s Office since December 7, 2007—nearly two decades ago.
