Colorado - In a disturbing yet increasingly common incident highlighting rampant landlord misconduct, Colorado landlord Lisa Anderson was caught staging a fake assault on camera against her tenant, Vontese Wines. Thisshocking footage, now viral, showcases the depths some landlords will stoop to intimidate tenants—especially when lucrative federal funds are involved.

The dramatic video recorded by Wines' son clearly captures Anderson, who also goes by Elizaveta Andersen, collapsing to the floor during a heated confrontation. Anderson theatrically cries out, claiming Wines had assaulted her. "Oh my God, she's choking me! Oh my God, she's hurting me! Oh, my head!" Anderson shrieks, despite Wines visibly standing at a distance. Anderson later went to the police and falsely alleged Wines pushed her, causing her head to strike a table.

The confrontation was triggered by Anderson’s unlawful demand for early rent payments, despite Wines consistently adhering to her contractual obligations. Wines disclosed to local news reporters that Anderson frequently pressured her to pay rent ahead of its due date, escalating tension by threatening unlawful lockouts and eviction.

"Every single month, she would text days early to pressure payment," Wines explained. When Wines resisted paying rent before its due date, Anderson escalated, illegally attempting to change the locks—an egregious violation of tenant rights.

Harassment, Assault, and Misuse of Federal Funds

This case is disturbingly representative of a broader epidemic of landlord abuses occurring nationwide, particularly involving landlords receiving substantial payments through HUD-subsidized housing programs. Such landlords exploit federal funds while simultaneously harassing, intimidating, and even assaulting tenants.

In Sacramento, California, a similar incident has emerged, wherein a HUD participating landlord, once self-proclaimed as a "Homelessness-to-Real Estate Tycoon," violently attacked his tenant. Criminal charges of battery causing great bodily injury have since been filed against this landlord, which further illustrates the alarming trend.

These repeated abuses highlight a troubling failure in oversight by the Sacramento Housing and Redevelopment Agency (SHRA), HUD, and similar programs. Investigations into these landlords are infrequent and insufficient, enabling them to continue benefiting from taxpayer-funded subsidies while abusing vulnerable tenants.

Urgent Need for DOJ and District Attorney Intervention

Given the severity of these allegations, urgent and extensive investigations by the Department of Justice (DOJ) and local District Attorneys are critical. Analysts argue federal funding to abusive landlords must immediately cease, and offenders permanently barred from HUD programs.

"In my extensive experience covering landlord-tenant disputes, landlords like Anderson demonstrate repeated misconduct that should disqualify them from receiving federal assistance," says Samuel A. Anderson's behavior includes, allegedly filing false police reports—a criminal offense. Despite clear video evidence contradicting her claims, Anderson attempted to impersonate Wines at a police station, escalating her deceitful actions.

'She actually went to the police on 3/10/25 around 2.30pm claiming to be me and the police sergeant called ME because they thought I was there in the main lobby waiting to speak to an officer,' Wines wrote on Facebook as she shared the now viral video.

"This kind of misconduct isn’t isolated," Lopez emphasizes. "There's a landlord just like Anderson in every county across America. These fraudulent actions waste taxpayer funds and traumatize tenants, undermining HUD’s essential purpose."

Systematic Failure to Protect Tenants

Multiple former tenants have reached out, sharing similar harrowing experiences involving Anderson. "This lady is now walking around with a boot and crutches from this fake fall," Wines shared publicly, pointing to Anderson’s ongoing charade despite clear evidence debunking her claims.

Such landlords typically employ expensive legal resources to overpower tenants in court, often leaving victims without adequate recourse. Wines, despite relocating to safer housing, continues to grapple with anxiety and emotional distress—which she attributes as a direct consequence of Anderson's actions, potentially constituting intentional infliction of emotional distress under civil law.

Legal advocates argue these recurring abuses necessitate stricter enforcement and oversight by HUD and associated programs. The systemic nature of such incidents calls for comprehensive investigations by both the DOJ and local prosecutors, with vigorous prosecution of landlords filing false reports and violating tenants' rights.

DOJ and District Attorneys: It's Time to Act

Given the substantial video evidence and repeated allegations, there is a growing demand for the DOJ and local District Attorneys nationwide to proactively prosecute landlords abusing their tenants and defrauding federal programs. Immediate suspension and eventual prohibition of abusive landlords from receiving HUD subsidies are critical steps.

"We must urgently address this national crisis," Lopez urges. "Landlords abusing federally funded programs and harming tenants must face significant legal repercussions. The integrity of our housing system depends on it."
