The cover letter draws a direct line between Clinton’s conduct and the government’s 2008 non-prosecution agreement that effectively protected Epstein and his co-conspirators from federal charges.

It also cites House Rule X and Rule XI, invoking Congress’s constitutional power to compel testimony “by subpoena or otherwise” in matters of oversight and national importance.

Complicating the matter, the October 14 deposition date now falls within a period of partial government shutdown. The shutdown could postpone Clinton’s deposition.
