WASHINGTON, D.C. - The line between fact and fiction in international security is razor thin—and TikTok just made it even blurrier. On June 23, 2025, U.S. President Donald Trump took to Truth Social, demanding clarity: Did Russia’s ex-president Dmitry Medvedev really say he’d supply nuclear warheads to Iran, or is it, as Trump wondered aloud, “just a figment of my imagination?” Trump’s post, which quickly went viral, not only spotlighted a surge of civilian journalist reporting across social media but also raised profound legal and geopolitical questions about the age of “citizen journalism.”

Recent TikTok videos and fringe news reports began circulating claims that Medvedev—long known for hawkish rhetoric and provocative public statements—had threatened to provide nuclear weapons to Iran. In these clips, Medvedev is depicted as cavalierly tossing around the “N word” (nuclear), reportedly suggesting that Russia and allied nations would arm Iran with nuclear warheads.

However, no mainstream news agency, Western intelligence body, or official Russian transcript has verified these claims as of this publication. Major outlets such as Reuters, BBC, and The Associated Press have not reported any such direct threat from Medvedev.

Trump’s Response: Fact-Check or Fuel?

On his Truth Social account, Trump posted:

“Did I hear Former President Medvedev, from Russia, casually throwing around the ‘N word’ (Nuclear!), and saying that he and other Countries would supply Nuclear Warheads to Iran? Did he really say that or, is it just a figment of my imagination? If he did say that, and, if confirmed, please let me know, IMMEDIATELY. The ‘N word’ should not be treated so casually. I guess that’s why Putin’s ‘THE BOSS.’”

Trump’s demand for confirmation from “Americans” and the press highlights a new reality: world leaders now crowdsource their intel, as viral rumors can shape geopolitics overnight. In this case, Trump’s skepticism may be well-placed. There is, as yet, no direct evidence that Medvedev made this nuclear threat.

The Legal Perspective: What If Medvedev Did Say It?

International Law and Nuclear Non-Proliferation

If Medvedev—an official representative of the Russian state—were to threaten the provision of nuclear warheads to Iran, it would potentially violate multiple treaties and international laws, including the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), to which Russia is a signatory. Supplying nuclear warheads to a non-nuclear state like Iran would constitute a grave breach, exposing Russia to international sanctions and possible prosecution under international law.

Under U.S. law, such threats—if substantiated—could justify fresh rounds of sanctions under the Iran Threat Reduction and Syria Human Rights Act and other statutes. Casually invoking nuclear threats is more than reckless. Under the Rome Statute of the International Criminal Court, threats or use of nuclear weapons against civilians could constitute a war crime. While Medvedev is a private citizen, his words carry legal and diplomatic weight—especially if echoed or acted on by the Russian government.
