Billions in Potential Losses, A Cautionary Tale for the EU

The Goliath case underscores the ongoing battle against VAT carousel fraud, a recurring financial plague that costs EU governments tens of billions of euros annually. Such schemes exploit the EU’s tax-free cross-border trade system, using layers of fake companies to obscure accountability and vanish before authorities can intervene.

The EPPO emphasized that the five newly indicted defendants played “critical roles” in sustaining the operation, handling logistics, paperwork, and financial transfers that kept the fraud running for years.

With the indictments now filed, Hamburg prosecutors are preparing to bring the defendants to trial in what is expected to be one of Germany’s most closely watched tax fraud prosecutions of the decade.
