In October 2018, Rogers allegedly requested confidential trade policy documents from a Federal Reserve economist. Despite being marked “INTERNAL FR/OFFICIAL USE//FRSONLY,” the files were emailed to Rogers’ personal account and later forwarded to the co-conspirator.

Prosecutors also claim Rogers lied to the Federal Reserve Board’s inspector general in 2020 about accessing sensitive information. Even after leaving the Fed in 2021, Rogers allegedly continued gathering intelligence and arranging meetings under the guise of academic engagements.

Financial Ties to China

Prosecutors say Rogers received approximately $450,000 in 2023 for part-time teaching at a Chinese university, further solidifying his financial connection to the country.
