Signals Behind the Strategy

• The United States has now publicly acknowledged on-orbit space-control weapons, reviving questions once raised by Ronald Reagan’s Strategic Defense Initiative.
• Iran is warning that it possesses new weapons and capabilities that could “surprise” the world as Washington and Tehran exchange increasingly severe threats.

President Donald Trump stood before the United Nations this week and issued an extraordinary warning to Iran, saying the United States could “annihilate” the Islamic Republic if negotiations fail. The statement came amid a continuing U.S.-Iran confrontation and only days after Iran’s Revolutionary Guard warned that another American attack would bring new weapons, new targets and a changed “geography of the war.” 

At almost the same moment, another development received far less public attention.

Secretary of the Air Force Troy Meink disclosed Sept. 14 that the United States already has “on-orbit space control weapons” capable of defending American forces against hostile action. Meink also discussed the Space-Based Interceptor program and rapidly expanding autonomous weapons programs. That acknowledgement does not mean science-fiction weapons are circling Earth. It does mean that military capabilities once discussed largely as future concepts have moved into operational territory.

For students of the Cold War, the timing produces an unavoidable historical comparison.

On March 23, 1983, President Ronald Reagan announced what became the Strategic Defense Initiative, or SDI — quickly nicknamed ‘Star Wars.’ Reagan challenged American scientists to investigate technologies capable of intercepting ballistic missiles and ultimately rendering nuclear missiles impotent and obsolete. At the time, the technology necessary to accomplish Reagan’s larger vision did not exist. SDI was fundamentally an ambitious research program.

But Moscow could not simply assume it would fail.

Declassified U.S. records show how seriously Soviet leaders treated the threat. Mikhail Gorbachev repeatedly pressed Reagan over SDI, while a 1987 CIA assessment concluded that Moscow had little confidence it could compete directly with the United States in many of the technologies required for space-based missile defense. Soviet planners therefore had to contemplate countermeasures against a capability Washington itself did not yet know whether it could successfully build.

That may have been SDI’s most important strategic effect.

An adversary does not have to know that a revolutionary weapon works. It has to believe there is enough chance that it works to spend money preparing for it.

Still, history requires an important distinction. It is too simple to say Reagan’s Star Wars program bankrupted the Soviet Union. The USSR was already carrying an enormous defense burden and suffering deep economic problems. Historians generally identify domestic economic failures, political instability, nationalism and Gorbachev-era reforms as major causes of the Soviet collapse, with Cold War military pressure contributing to, rather than single-handedly causing — the breakdown.

Then comes the strange part of the present story.

On September 20, multicolored curved lights were filmed above Tehran near the Azadegan Expressway. The footage spread internationally while Iran and the United States were already trading military threats. The object's size, altitude, distance and identity remain unknown, and Iranian authorities have not publicly identified it. USA Herald likewise notes that the footage it analyzed could not be independently verified as showing any distinguishing craft or technology.

The Pentagon’s All-domain Anomaly Resolution Office reported that it found no verifiable evidence that the U.S. government or private industry has possessed extraterrestrial technology. NASA similarly says there are presently no data demonstrating that UAP represent alien technology.

But there is another question worth asking.

Could uncertainty itself have military value?

Reagan demonstrated that an opponent can be forced to calculate against capabilities that remain experimental, classified or only partially understood. Today, American officials openly acknowledge orbital weapons while enormous portions of U.S. space, missile-defense, autonomous systems and counterspace programs remain classified.

That does not establish a government-sponsored UFO deception campaign. Public evidence does not support that conclusion.

What it does create is strategic ambiguity. Russia, China, Iran and other competitors must decide which American capabilities are real, which are developmental, which remain hidden — and how much they are willing to spend preparing for possibilities they cannot independently verify.

Thirty-nine years ago, Reagan told the United Nations that humanity's divisions might disappear if confronted by “an alien threat from outside this world.” He was making a philosophical argument about human unity, not announcing knowledge of extraterrestrials.

Today, however, the combination of UAP fascination, classified aerospace programs and publicly acknowledged weapons in orbit creates something Reagan would have understood very well.

Sometimes the weapon your adversary fears most is the one whose capabilities he cannot determine.
