Key Takeaways:

  1. Emergency Powers in Action: When a state emergency is declared, governors like Newsom gain expanded powers, activating resources, and instituting measures that can disrupt daily life for residents.
  2. Impact on Citizens: The state of emergency affects citizens directly, from evacuations to mandatory curfews, but it also creates lasting economic and mental health repercussions.
  3. From COVID to Earthquakes: A Comparison: Just like the COVID lockdowns, the declaration of an emergency empowers governors with extraordinary authority to manage crises, while triggering both immediate and long-term impacts on everyday life.

[SACRAMENTO, California] 7:49 PM PST – As Californians brace for the aftereffects of a magnitude 7.0 earthquake that rattled Northern California, Governor Gavin Newsom has officially declared an emergency, a move that activates significant state resources to combat the crisis, including the National Guard and access to state fairgrounds for any necessary emergency evacuations.

He said that the Governor’s Office of Emergency Services was coordinating the state’s response. “It’s another reminder of the state we live in and the state of mind we need to bring to our day-to-day reality in the state of California in terms of being prepared for earthquakes,” Newsom said.

This declaration follows a tsunami warning issued by the National Weather Service, which has since been lifted. Newsom emphasized that while the immediate threat of a tsunami has subsided, the damage caused by the earthquake—especially in Del Norte, Mendocino, and Humboldt counties—remains a major concern.

“Nonetheless, we’re concerned about damage, particularly in the northern part of the state — Del Norte and Mendocino and Humboldt counties,” Newsom made the announcement of signing the emergency declaration during a press conference held near the U.S.-Mexico border.

Newsom stated that he had no additional information at the moment, but assured the public that his office would provide updates in the hours and days ahead.

But what happens when a governor makes this drastic decision? What does it mean for ordinary citizens? And are there parallels between this response and the state of emergency declarations made during the COVID-19 pandemic?

When a state emergency is declared, the governor gains broad, emergency powers. This includes the ability to activate state resources, enforce public safety measures, prevent price gouging, and Suspend Laws.

There are striking similarities between a state emergency declaration due to natural disasters and the emergency powers invoked during the COVID-19 pandemic. Both situations empower the governor to enact sweeping changes that directly impact citizens’ lives.
