The fiscal package, announced Thursday, includes a new surcharge on high-end New York City homes aimed at easing financial pressures on Mayor Zohran Mamdani’s administration. It also contains a series of protections for undocumented immigrants designed to limit cooperation with federal immigration enforcement.

The agreement comes more than a month past the April 1 deadline and reflects the difficult balancing act Hochul faces as she prepares for reelection. At a Capitol news conference, she directly blamed Washington for failing to deliver on promises to lower costs, pointing to rising gasoline prices following the Iran conflict.

“The powerful in Washington have made life harder for New Yorkers,” Hochul said. “Remember when they pledged to bring costs down? Washington didn’t deliver.”

Key elements of the deal remain provisional, including final education aid figures for New York City schools and the exact details of the luxury housing surcharge. A proposed pension change is projected to add more than $1 billion in annual costs for the state, local governments, and school districts.

A recent Siena College poll revealed that 67% of New Yorkers believe the state is heading in the wrong direction on the cost-of-living crisis — a stark warning for any incumbent.

Whether this sprawling $268 billion package actually delivers meaningful relief to average families — or simply adds more layers of taxation and spending — will likely define Hochul’s reelection chances. For now, she has secured a deal that checks the necessary political boxes, but delivering real, tangible results on affordability will be a much steeper challenge.
