Order To Limit Ukraine’s Use of Starshield Reportedly Came From The White House As Zelenskyy’s Silent ‘Scapegoat’ Jab Falls Flat

What Readers Need to Know

  • Zelenskyy answered a question about whether Trump was making him a political “scapegoat” with a long pause, a smile and the words, “This is my answer.”
  • An order restricting Ukraine’s military use of Starshield reportedly originated inside the White House, although Trump denies his administration caused the disruption.
  • Elon Musk says Starshield is controlled by the U.S. government, with the military — and ultimately the president — determining how the system is used.

WASHINGTON - Ukrainian President Volodymyr Zelenskyy did not need a speech to make his point Friday.

Asked during a Brussels press conference whether President Donald Trump was making him a “scapegoat” for Trump’s domestic political problems ahead of the U.S. midterm elections, Zelenskyy sat silently for roughly 15 seconds.

Then he smiled.

“This is my answer,” Zelenskyy said before leaving the press conference.

It was political theater, carefully delivered, with his typical lack of comedic timing, and failure to provide a direct answer to the question. Zelenskyy never expressly said Trump was scapegoating him. But there was little ambiguity about what the Ukrainian president wanted the room to take from his silence.

What makes the exchange more significant is what was happening behind it.

Ukraine has been dealing with restrictions on Starshield, the military-grade satellite communications service related to SpaceX’s Starlink network. Ukraine relies heavily on satellite connectivity for battlefield communications, reconnaissance and increasingly for controlling or communicating with drones.

USA Herald has reviewed reports from Thursday, citing U.S. and Western officials, that the order restricting Ukraine’s Starshield capability came from inside the White House. The Pentagon reportedly received the directive without being told precisely who issued it.

The restriction reportedly imposed a speed limitation that disrupted Ukrainian drone operations.

That matters because Starshield is no longer merely an internet service in this war. It has become military infrastructure.

Musk made another important distinction this week. He said Starlink is a civilian system, while Starshield is controlled by the U.S. government. Decisions over its military use, Musk said, are ultimately determined by the U.S. military and the president.

Trump, however, said Friday that neither his administration nor Musk was responsible for disrupting Ukraine’s satellite service.

That leaves an obvious unanswered question.

If press report sources are correct that the directive originated inside the White House, but Trump says his administration did not cause the disruption, who actually issued the order — and under whose authority?

For Ukraine, the larger problem is dependence.

Zelenskyy can criticize Washington. He can object to Trump’s negotiations with Russia. He can signal displeasure through a carefully timed silence. But Ukraine remains dependent on American weapons, intelligence, satellite systems and political support to a degree the United States is not dependent on Ukraine.

There is also an important legal distinction often lost in the political argument.

Ukraine is not a NATO member and therefore does not receive NATO’s Article 5 collective-defense guarantee. The United States did sign the 1994 Budapest Memorandum providing security assurances regarding Ukraine’s sovereignty and territorial integrity after Ukraine surrendered nuclear weapons, and Congress has repeatedly reaffirmed those assurances. But that is different from a treaty requiring the United States to indefinitely supply weapons, satellite services or direct military assistance.

Washington therefore possesses something increasingly visible in this dispute — leverage.

Trump is also under domestic pressure over diesel prices. His administration issued an October 5 executive order providing temporary diesel-tax relief and has publicly blamed restricted global supply partly on the Russia-Ukraine war.

That gives the fight over Russian refineries, Ukrainian drone strikes and Starshield a domestic political dimension.

Zelenskyy’s silence may have been intended to suggest that Trump needs Ukraine as someone to blame.

But Ukraine’s Starshield problem demonstrates the opposite power equation.

Kyiv can object to Washington’s decisions.

Washington can materially change what Ukraine is capable of doing on the battlefield.

And that is the uncomfortable reality behind those 15 seconds of silence.
