A new Arctic agreement raises a provocative question about whether Washington and Mexico City could build a deeper security partnership against cartels while expanding North American trade and critical-mineral development

WASHINGTON — President Donald Trump's newly signed Greenland security agreement may have implications extending far beyond the Arctic.

The question is whether its basic concept—not American ownership, but security access by agreement while the host country retains sovereignty—could eventually provide a framework for a dramatically expanded U.S.-Mexico partnership.

On September 22, Trump joined Danish Prime Minister Mette Frederiksen and Greenlandic Prime Minister Jens-Frederik Nielsen in signing an agreement expanding America's military presence and security authority in Greenland. The agreement permits additional U.S. defense areas and specifically contemplates the Golden Dome missile-defense system. It also restricts unauthorized non-NATO military installations and certain sensitive foreign investments. USA Herald

Trump made his first announcement about the agreement on Truth Social, declaring that it gives the United States “permanent control over security” in Greenland and said that the agreement would -

“Guarantee that the United States will FOREVER have the complete ability to do what is necessary in Greenland in order to secure and defend the security of Greenland, and the United States of America.”

He also described the binding nature of the arrangement as an “Infinite Life” agreement with “no end.”

But an important detail can easily become lost in Trump's characterization of the agreement.

Greenland did not become American territory.

The agreement expressly respects the sovereignty and territorial integrity of the Kingdom of Denmark and Greenlanders' right to self-determination. Danish officials describe the arrangement as strengthening mutual defense rather than transferring Greenland to Washington.

That distinction could be precisely what makes the model interesting elsewhere.

Mexico presents a very different security problem

Mexico and Greenland cannot be treated as geopolitical equivalents. Greenland is part of the Kingdom of Denmark, a NATO ally, while Mexico is an independent nation of roughly 130 million people with its own armed forces, constitutional system and long history of sensitivity toward American intervention.

Yet Washington and Mexico City confront a threat that does not respect their border - cartels and transnational organized crime.

Trump recently pledged “unmatched military might” against drug cartels in the Western Hemisphere and has pushed a broader regional anti-cartel strategy. Mexico, however, has not joined Trump's Shield of the Americas coalition. 

Mexico is not refusing all American assistance. Quite the opposite.

The Mexican government said in March that intelligence and information sharing with Washington had reached “historic levels of collaboration." But it simultaneously emphasized that operations against organized crime inside Mexico are planned and executed by Mexican security forces and that cooperation must respect Mexican sovereignty and territorial integrity. Gobierno de México

A bilateral implementation group established under the existing Border Security and Law Enforcement Cooperation Program is already working on trafficking and transnational criminal organizations. 

That means pieces of a deeper framework already exist.

A Mexico agreement wouldn't have to mean an American occupation

A Greenland-inspired arrangement would therefore have to begin with Mexican consent.

Rather than unilateral American military operations, Washington and Mexico City could negotiate defined areas of cooperation involving intelligence fusion, maritime and border surveillance, anti-drone technology, financial investigations, weapons trafficking, fentanyl laboratories, extradition, training and jointly agreed operations.

The politically decisive question would be who would command operations on Mexican soil.

Consequently, an agreement giving Washington Greenland-style security authority throughout Mexico appears politically remote under Mexico's present policy. A narrower treaty negotiated between two sovereign governments would be a substantially different proposition.

Then there are Mexico's minerals

Security could also intersect with economics.

Mexico is already a mineral powerhouse. According to the U.S. Geological Survey, Mexico was the world's leading silver producer in 2024 and a major global producer of fluorspar, wollastonite, molybdenum, zinc, lead, gold and copper. 

Mexico's Geological Survey additionally identifies rare-element pegmatites in Oaxaca and says the country's mineral potential remains high because significant resources may remain undiscovered. 

However, when it comes to Lithium, that’s another story. Mexico has declared lithium national property and reserved its exploration, exploitation and processing to the state. Mexico's Supreme Court upheld that legal structure in March. SCJN Internet 2

From Golden Dome to a continental security strategy?

The geography nevertheless makes the larger question intriguing.

Golden Dome is being developed as a layered American homeland-defense architecture incorporating land, sea, air and space capabilities. The Defense Department says it will include space-based sensors and interceptors integrated with existing defenses. 

The Greenland agreement explicitly recognizes U.S. military access necessary to defend Greenland, the NATO area and the American continent, including establishment of Golden Dome capabilities. The White House

Mexico presents different geography and different threats. There is presently no comparable agreement making Mexican territory part of Golden Dome's basing architecture, and it would be speculative to assume the Pentagon wants one.

But the broader strategic concept is difficult to ignore.

The United States and Mexico share nearly 2,000 miles of border, enormous integrated supply chains and security problems that operate on both sides of that boundary. A more capable Mexican state could simultaneously benefit Mexican citizens and American security.

The Greenland agreement then may matter less as a document that Mexico could simply copy than as proof of another proposition: countries do not have to surrender territory for Washington to negotiate unusually deep, long-term security arrangements.

Whether Mexico would ever want such an arrangement is ultimately Mexico's decision.

And that may be the central lesson from Greenland. The agreement Trump obtained is powerful precisely because American strategic access and the host territory's sovereignty were ultimately placed in the same document rather than treated as mutually exclusive goals. Statsministeriet
