Judge Doubts Motives Behind the Cuts

During a May hearing, Judge DuBose cast doubt on the government’s justification for the cuts, questioning whether the move had any real connection to improving national health outcomes. She labeled the plan as lacking “thoughtful work” and dismissed its purported benefits as deeply flawed.

Her skepticism hardened into judgment in Tuesday’s decision, which sends a clear message that executive agencies cannot bypass Congress or public welfare in the name of reorganization.
