Thousands Notified in Statewide Recovery Push

The Kansas Department of Labor announced it is sending more than 8,500 notices this week to individuals who received overpayments, part of a broader attempt to recover over $67 million.

Officials said overpayments occur when claimants receive more benefits than they are entitled to—often due to eligibility changes, reporting inconsistencies, or later adjustments to claims.

While the notices may feel sudden, the agency emphasized that recipients had previously been informed of the discrepancies through earlier manual communications.

System Modernization Drives Enforcement

State labor officials say recent upgrades to the unemployment system have sharpened how cases are tracked and managed, turning what was once a slow-moving process into a more precise recovery effort.

“Modernization of the state’s unemployment insurance system… has improved how the agency communicates and administers the program,” said Amber Shultz.

She added that addressing outstanding balances is essential to maintaining fairness and protecting the system’s long-term stability for both workers and employers.

Pandemic-Era Claims at the Center

Many of the overpayments trace back to earlier claims, particularly those filed during the COVID-19 pandemic, when emergency programs and system limitations created conditions for errors.

According to KDOL data, more than 1.5 million unemployment claims were filed between January 2019 and January 2026. Despite the large volume, fewer than 1% of claimants are now receiving repayment notices.

Amy Selm noted during an April 22 meeting that the scope of the issue remains relatively small compared to the total number of claims processed.

Options for Affected Claimants

Recipients of overpayment notices are not without recourse. The state has outlined several ways individuals can resolve their balances:

• Paying the full amount owed
• Setting up a repayment plan
• Requesting a waiver, if eligible

The department has also updated its website and mobilized staff to assist claimants in navigating what can be a complex and often stressful process.
