Thousands of Americans could soon lose the ability to travel internationally as the federal government intensifies enforcement against parents with unpaid child support obligations. According to recent reports, the U.S. government has begun revoking a passport for any individual with significant child support debt, marking a major escalation in enforcement efforts tied to family court obligations.

The policy shift involves cooperation between the U.S. Department of State and the U.S. Department of Health and Human Services, which oversees federal child support enforcement programs.

Under the crackdown, parents owing at least $100,000 in unpaid child support were among the first targeted for passport revocations beginning earlier this month.

Officials indicated that approximately 2,700 Americans were initially affected by the enforcement action.

Tough New Passport Enforcement Measures

However, the effort is expected to expand dramatically.

Federal authorities have reportedly begun implementing broader enforcement provisions tied to a 1996 law allowing passport restrictions for parents who owe more than $2,500 in child support arrears. While the law has existed for decades, officials acknowledged it had not been aggressively enforced until now.

The Congressional Research Service reported that the United States collected roughly $25.7 billion in child support payments during 2023. Despite that large figure, only about 65% of all court-ordered support payments were successfully collected, leaving billions in unpaid obligations nationwide.

Officials say the tougher passport enforcement measures are intended to pressure delinquent parents into paying overdue balances.

“We are expanding a commonsense practice that has been proven effective at getting those who owe child support to pay their debt,” Assistant Secretary of State for Consular Affairs Mora Namdar reportedly told the Associated Press.

Travel Privileges Impacted

Under the revised process, the Department of Health and Human Services now proactively sends information regarding delinquent parents directly to the State Department.

Once flagged, individuals may have their passports revoked or denied renewal until outstanding balances are resolved.

The consequences can be significant for affected travelers.

Individuals whose passports are revoked will reportedly receive formal notification advising them that their travel documents are no longer valid. Those already overseas when the revocation occurs may be required to obtain emergency travel documentation from a U.S. consulate in order to return home.

Parents seeking reinstatement of travel privileges generally must pay overdue child support balances and then reapply for a passport through normal federal procedures.

Supporters of the policy argue the tougher enforcement could help custodial parents recover long-overdue payments needed to support children. Officials also noted that some parents reportedly began resolving arrears after news of the crackdown became public.

Passport Enforcement through State Agencies

Each state operates its own child support enforcement division. Additional information regarding collections, payment agreements, and enforcement procedures can be found through state agencies such as the Florida Department of Revenue Child Support Program and the Office of Child Support Services.

The policy marks one of the strongest federal enforcement efforts in years aimed at recovering unpaid child support and could eventually impact many thousands more Americans who fall behind on court-ordered payments.
