While that risk remains low, the advisory itself reflects a level of transparency and preparedness that keeps the public alert without causing panic.

That’s a balance California has struggled to maintain.

From a legal and policy perspective, a major earthquake in California would trigger immediate scrutiny—of building codes, emergency response systems, insurance solvency, and government preparedness at every level.

From a human perspective, it comes down to something much simpler:
