As of the latest reports, tsunami activity has been observed at lower-than-feared levels—waves measuring just a few feet—and the immediate threat appears to be easing. However, Japanese officials are not taking chances. Residents have been urged to remain off coastlines and away from river systems, and emergency systems remain active as authorities assess aftershocks and structural impacts.

Meanwhile, Japanese officials are already warning of a small but real possibility—about a 1% chance—of a secondary “mega-quake” triggered by this event in the coming days. While that risk remains low, the advisory itself reflects a level of transparency and preparedness that keeps the public alert without causing panic.

That’s a balance California has struggled to maintain.

From a legal and policy perspective, a major earthquake in California would trigger immediate scrutiny—of building codes, emergency response systems, insurance solvency, and government preparedness at every level.

From a human perspective, it comes down to something much simpler:

Will people be ready?
