Stephen Miller Named White House Chief of Staff as Trump Shakes Up His Team Days After Democrats Seize Congress

WASHINGTON, D.C. — Three days after voters handed Democrats control of Congress, President Donald Trump announced a sweeping reshuffle of his inner circle, naming deputy chief of staff Stephen Miller as White House chief of staff effective Monday, Nov. 9, 2026, and replacing Susie Wiles in the job.

Trump made the announcement on Truth Social on Friday afternoon, writing that Miller "will become the Chief of Staff starting Monday, November 9, 2026." The move lands as senior Justice Department officials head for the exits and Democrats prepare to take the gavels of House committees with subpoena power.

A Hardliner Moves Into the West Wing's Top Job

Miller, the architect of the administration's immigration agenda, has long been one of the president's most influential and combative advisers. Elevating him to chief of staff places a policy hardliner, rather than a traditional gatekeeper, at the center of White House operations for the final two years of Trump's term.

Miller responded within hours. Posting Friday evening, he pledged to "fight with all of our soul to support our President," according to CBS News' live coverage of the post-election fallout. The line signals what allies and critics alike expect: a more confrontational White House as it faces a hostile Congress.

Wiles, who ran the White House through the first two years of the second term and the midterm campaign, exits at the moment Republicans absorbed a bruising defeat. CBS News estimates Democrats will hold at least 54 Senate seats and about 256 House seats when the new Congress is seated in January, after flipping more than 40 House districts.

Democrats Immediately Signal Oversight Fight

Democrats did not wait to respond. Rep. Robert Garcia of California, the top Democrat on the House Oversight Committee, said bluntly that "Stephen Miller should lawyer up." The remark is an early marker of how aggressively the incoming majority intends to use its investigative powers against the administration's senior staff.

Congressional investigators in a Democratic House can issue subpoenas, demand documents and compel testimony, tools Republicans controlled for the past four years. Miller's new role, which is not subject to Senate confirmation, raises familiar questions about how much of his work Democrats could try to reach and how the White House would assert executive privilege.

Justice Department Departures Pile Up

The staffing news arrives alongside a wave of departures at the Justice Department. CBS News reported that Assistant Attorney General Harmeet Dhillon, who led the Civil Rights Division, resigned Thursday, Nov. 5. Jon Eisenberg left on Friday, Nov. 6, and Jason Reding Quiñones, the U.S. attorney in South Florida, also resigned Friday.

The exits came in the same stretch that a judge issued a temporary restraining order blocking the Justice Department from demanding that Washington election officials reject the ballots of suspected noncitizens. The department has also been fighting election-related cases in several states, including efforts that federal judges and the Supreme Court have rejected in recent days.

The reasons for each resignation were not detailed in the reports reviewed, and the White House has not publicly tied them to the chief of staff change. But taken together they paint a picture of an administration in flux at the exact moment its political position has weakened.

Trump's Posture After the Midterms

Trump has offered mixed signals about how he will deal with the new Congress. On Wednesday he said he would "probably" get along with Democrats "unless they want to be destructive," adding, "I have the power of the veto." He has also continued to insist the result would have been different had he been on the ballot.

The calls for change are not coming only from Democrats. Sen. Ron Johnson, a Wisconsin Republican, has pushed to delay Senate Republican leadership elections, saying there is "no reason to rush into the elections" after the party's losses. The comment underscores the unease within the GOP about direction and leadership after the defeat.

What It Means for Americans

For everyday Americans, the shake-up matters because the chief of staff controls who and what reaches the president's desk. Miller's priorities, which center on immigration enforcement, are likely to remain at the forefront even as voters, by rejecting Republican control of Congress, signaled dissatisfaction with the administration's course on the economy, gas prices and the ongoing conflict with Iran.

It also sets up a collision. A White House led by one of the president's most committed loyalists will face a House majority eager to investigate and a Senate where Democrats hold a commanding advantage. Legislative gridlock, a flurry of oversight hearings and fresh legal battles over executive power are all on the table beginning in January.

Miller takes over Monday. The first test of what his tenure looks like may come before Democrats are even sworn in, as Washington waits to see whether more senior officials follow Wiles and the departing Justice Department leaders out the door.
