Nvidia AI Faces Dual Pressure from U.S. and China Amid Trade Negotiations

The U.S. government has blocked Nvidia AI and other American chip vendors from selling many of their top artificial-intelligence chips to China, while Beijing has opened a fresh antitrust investigation into the company.

China has accused the AI company of violating the country’s antimonopoly laws and said it would step up scrutiny of the world’s leading chipmaker. The escalating tensions with Washington occur as the two countries hold trade talks this week.

Chinese regulators said a preliminary investigation found that Nvidia didn't comply with conditions imposed when it purchased Mellanox Technologies, a network and data transmission company.

The clash highlights how Nvidia has become a centerpiece in the intensifying technology and trade battle between the world’s two largest economies.

China’s Regulatory Escalation

China’s State Administration for Market Regulation announced that it had launched a preliminary investigation into Nvidia, alleging violations of the country’s antimonopoly law tied to the company’s $7 billion acquisition of Israeli networking firm Mellanox Technologies in 2020. The deal was approved on the condition that Nvidia ensure a continued supply of chips to China.

“Beijing likely was signaling that Nvidia is not a bargaining chip for the U.S.,” said Feng Chucheng, founding partner of Hutong Research. The move comes as both sides finalize a framework deal on TikTok in ongoing trade talks, underscoring the broader political stakes. Read more from WSJ.

Nvidia AI Market Impact

Since 2022, Washington has tightened restrictions on the sale of advanced AI chips to China. These controls forced Nvidia to halt shipments of its most powerful products, even as Beijing accused the company of breaking its earlier pledge to treat Chinese customers equally.

In December, U.S. regulators also heightened scrutiny of chip sales, adding pressure on to the company that makes them. “It’s a tough spot,” antitrust lawyers familiar with the case explained. “The company must comply with U.S. export rules but risks angering Beijing for failing to keep its promises.”

Nvidia’s shares dropped roughly 1% following the announcement of China’s probe, reflecting investor concern about its global market access.

The H20 Chip and TikTok Talks

Earlier this summer, former President Trump permitted Nvidia to resume sales of its H20 chip, popular for AI inference tasks. However, Beijing quickly halted purchases, citing cybersecurity concerns. Nvidia maintains its products contain no backdoors or tracking systems.

Both the H20 and a potential new Nvidia AI chip are expected to become bargaining points in the ongoing trade negotiations, which are already entangled with discussions over TikTok’s future in the United States. More on the Mellanox deal here.

China’s Push for Self-Sufficiency

China’s long-term strategy involves heavy investment in semiconductor development, aiming to reduce reliance on foreign technology. Still, analysts note that the country remains years away from matching the performance of Nvidia’s most advanced chips.

As U.S.-China tensions continue, Nvidia finds itself trapped between conflicting regulations and political agendas. Its chips remain critical to the future of AI, making the company both a prize and a pawn in the high-stakes tech rivalry.
