One of these initiatives is the Governor’s Office of Transparency, Innovation, Management and Efficiency (GO-TIME). Through this initiative, Pennsylvania immediately earned $100 million in annual savings. The state adopted smarter and more efficient procurement. In addition, it introduced more cost-saving measures such as contract renewal reductions and live, reverse auctions for contracts.

Some other cost-savings strategies by Wolf have included streamlining the state’s mailing process and implementing inmate systems management at the Department of Corrections.

Wolf eliminated over $2 billion in costs in the state’s General Fund as part of its 2017-18 budget. He also focused on reducing the size of the state’s workforce and downsizing facilities.

Furthermore, he consolidated and merged HR and IT across state agencies. As a result, Pennsylvania realized a total of $2.2 billion in recurring savings.
