Pentagon Pulls 5,000 American Troops From Germany as Trump-Merz Feud Erupts Into Major NATO Crisis

WASHINGTON, D.C. — The Pentagon has formally ordered the withdrawal of approximately 5,000 American troops from Germany over the next six to twelve months, a dramatic escalation of the deepening rift between President Donald Trump and German Chancellor Friedrich Merz that has rattled NATO allies and raised urgent questions about the future of European security.

The order, transmitted late Friday and confirmed by senior defense officials over the weekend, marks the largest single reduction in U.S. force posture in Germany since the end of the Cold War. And in remarks to reporters in Florida on Saturday, the president made clear that the announcement is only the beginning. "We're going to cut way down," Trump said. "And we're cutting a lot further than 5,000."

A Sudden Break Between Old Allies

The withdrawal stems from a public feud that erupted earlier this week when Chancellor Merz, a longtime conservative ally of Washington, accused the United States of being "humiliated by the Iranian leadership" during the recently ended hostilities and criticized what he called the absence of a coherent American strategy in the conflict. Trump responded by threatening to pull American forces from Germany entirely, a threat the Pentagon order now begins to carry out.

Roughly 35,000 U.S. troops are currently stationed in Germany, primarily at the major hubs of Ramstein Air Base, Spangdahlem Air Base, and U.S. Army Europe headquarters in Wiesbaden. Defense officials briefed reporters on the condition of anonymity that the initial 5,000-person reduction will draw mainly from Army units stationed at Grafenwoehr and Vilseck, with some support personnel pulled from Stuttgart.

Pentagon Officials Sound Alarms

Senior military leaders have privately expressed deep concern over the speed of the withdrawal. Germany has long served as the central logistics and medical hub for U.S. operations across Europe, the Middle East, and Africa, and Ramstein in particular plays a critical role in moving troops and equipment in any major contingency.

"Germany is not just a basing decision — it's the spine of our European posture," a senior Pentagon official said. "Pulling 5,000 troops in a year is manageable but painful. Pulling 'a lot more,' as the president suggested, would be a strategic earthquake."

Republican leaders on Capitol Hill, normally aligned with the White House, broke publicly with the administration over the move. The chairmen of the House and Senate Armed Services Committees released a rare joint statement Saturday saying they were "very concerned" by the decision and warning that the withdrawal "should not be undertaken without rigorous analysis of the implications for U.S. and allied security."

Berlin Reacts — and So Does Brussels

The German government's response has been measured but pointed. In a brief statement Saturday, Merz's office said Germany "remains committed to the transatlantic alliance" but emphasized that "Europe must be prepared to take greater responsibility for its own defense" — a phrase widely interpreted as confirmation that Berlin views the U.S. as an increasingly unreliable partner.

NATO Secretary General Mark Rutte, speaking on a hastily arranged call with European foreign ministers Saturday, urged calm but acknowledged the seriousness of the moment. NATO sources said the alliance is now examining whether French and British forces could backfill some U.S. capabilities, though officials cautioned that no European nation can replicate the scale or sophistication of the American footprint.

In Brussels, EU foreign-policy chief Kaja Kallas said the bloc was monitoring the situation "with great seriousness" and reiterated calls for accelerated investment in European defense industry capacity.

Domestic Politics and Strategic Stakes

Inside the United States, the troop withdrawal has reopened a political debate that has simmered throughout Trump's second term. Supporters of the move argue that European allies have under-invested in their own defense for decades and that an American drawdown will finally force them to meet their NATO spending commitments. Critics counter that any sudden shift in U.S. posture sends a dangerous signal to adversaries from Moscow to Beijing.

"Whatever you think of European spending levels, you do not announce strategic withdrawals on a Friday night because the president is angry at someone," said retired Army Lt. Gen. Mark Hertling, a former commander of U.S. Army Europe. "Adversaries notice this kind of impulsiveness, and so do allies."

The timing is particularly fraught. The Russia-Ukraine ceasefire remains fragile, the Middle East is still recovering from the recently terminated U.S.-Iran hostilities, and a tense buildup continues in the Indo-Pacific. Stripping forces from Europe at a moment of layered global strain, military analysts said, will compound risk on multiple fronts.

What Comes Next

Pentagon officials said the first wave of unit movements could begin within 60 days, with families and equipment to follow over the next several months. Returning units will be redistributed to bases in Texas, Kentucky, and Washington state, though specific assignments remain under review.

Senior administration officials said additional reductions could be announced in the coming weeks, and the president has personally indicated that the final size of the U.S. force in Germany may settle near 25,000 — or even lower. Such a number, if implemented, would mark the smallest American military presence on German soil since the late 1940s.

For now, the immediate practical effects on day-to-day operations are expected to be limited. But the broader strategic message is impossible to miss. After more than seven decades in which the U.S. presence in Germany served as the cornerstone of European security, the foundation has begun to shift — and no one in Washington, Berlin, or Brussels can confidently predict where it will settle.

"This is the most consequential change in transatlantic relations in a generation," said Heather Conley, former deputy assistant secretary of state for European affairs. "And we are watching it unfold, almost in real time, on a single weekend."
