Generally, it's used in reference to people who behave in crazy, outlandish or senseless ways when seeing or hearing the 45th president. Moreover, 'Trump Derangement Syndrome' is a mental ailment which often prompts Trump critics to abstain from logic and reason as it pertains to the current president.

Many observers have noted the strong reactions which tend to occur from people who vehemently dislike President Trump. These reactions commonly include protesting, calling for his impeachment (despite a lack of impeachable offenses), referring to him as a racist, screaming at the sky during protests and more.
