Like tightening a valve to prevent pressure from building, regulators are stepping in to control a growing risk tied to portable battery packs.

New Rules Take Effect Immediately

The United Nations’ aviation body, the International Civil Aviation Organization (ICAO), announced that passengers will now be restricted to carrying no more than two power banks per flight.

The new rule, which took effect Friday, also prohibits travelers from recharging these portable battery packs while onboard aircraft.

The restrictions mark a significant escalation in efforts to manage risks associated with lithium-ion batteries—small devices that can, under rare conditions, ignite with alarming intensity.

Growing Concerns After Recent Incidents

Fire Risks Prompt Global Action

The ICAO’s decision follows mounting concern across the aviation industry after a series of battery-related incidents.

Among them was a 2025 fire aboard an Air Busan aircraft, which heightened awareness of how quickly such situations can escalate midair.

Even before the UN agency’s directive, major airlines like the Lufthansa Group and countries such as South Korea had already begun imposing their own limits on power bank usage during flights.

The global move now brings those scattered precautions under a more unified framework.

Silence From US Regulators, Global Standards Take Lead

The U.S. Federal Aviation Administration did not immediately respond to requests for comment, leaving questions about how quickly the new guidance will be mirrored in domestic policy.

Meanwhile, ICAO—headquartered in Montreal—continues to function as the backbone of international aviation regulation, setting standards that are typically adopted by its 193 member states.

In this case, however, the organization moved with unusual speed: the new specifications on power banks are effective immediately, underscoring the urgency behind the decision.

A Small Device, A High-Stakes Risk

The UN aviation limits power bank use policy highlights a paradox of modern travel: the smallest items in a passenger’s bag can pose some of the greatest risks.

Like embers hidden in a pocket, power banks are convenient yet potentially volatile—prompting regulators to act before sparks turn into flames.

As airlines and countries align with the new rules, passengers worldwide may need to rethink what they pack—and how they power their journeys.
