In other words, Cuomo as governor upheld the policies that Democrats value; this comes despite record numbers of people moving out of New York under Cuomo’s watch. At one point, the New York governor even begged fleeing residents to move back to the Empire State.
Nevertheless, the president’s assertions that Cuomo somehow did “a hell of a job” garnered pushback. Reporters questioned Biden on how he could make such a claim amid the report showing that the New York governor sexually harassed women.
Biden then moved to draw a distinction between Cuomo’s policies as governor versus his personal misbehavior. According to the president, these matters are separate and he was addressing them as such.
Later, Biden claimed that rating the Cuomo’s job as New York governor is wholly different from judging his treatment of women.

Biden himself is no stranger to reports alleging his sexual harassment of women. During the 2020 presidential election cycle, Tara Reade came forward. Reade alleged that Biden sexually assaulted her during his time as a Delaware senator in 1992.
