The prohibition applies to Russians who are not EU citizens and don’t have residency permits in EU member states. It will not apply to people who carry citizenship or residency in the European Economic Area or Switzerland.
The Wall Street Journal reports that the key part of the package is a proposal that the bloc’s member states have six months to stop importing crude oil from Russia. And signals an end to any purchases of Russian refined oil products by the end of 2022.
