One stipulated that no funds can be used for the CBP One app, which DHS currently requires migrants to use to schedule one of 1,450 daily appointments to arrive for processing at a U.S. port of entry or be deemed ineligible for asylum.

Other policy riders would prohibit the Biden administration from continuing to implement prosecutorial discretion policies setting enforcement priorities for who to arrest and remove and would require all noncitizens who are not detained during their immigration proceedings to be monitored with mandatory GPS technology.

The bill would also bar asylum officers from making final asylum determinations, as currently permitted by a Biden administration rule rolled out in March 2022 that allows asylum officers to decide asylum requests in expedited removal proceedings, with the aim of reducing the average processing time for deciding asylum cases from several years to months. The rule is currently being challenged by Texas in federal court.

Funding for DHS’ Office of the Secretary and Executive Management will also be slashed, with no funds devoted for the family reunification task force established by the Biden administration to reunite migrant families separated under the Trump-era zero tolerance policy, the summary said.
