A 67-year-old three-time Olympian and retired canoe slalom athlete was arrested Friday near the Lincoln Memorial Reflecting Pool after he reached in to touch a piece of detached liner — an incident that has sparked intense debate about security, vandalism claims, and the heavy law enforcement presence surrounding one of America’s most iconic landmarks.

David Hearn told The Washington Post he had just finished a 52-mile bike ride and stopped at the pool out of curiosity. Moments after grabbing the already-flapping piece of material, U.S. Park Police placed him in handcuffs and charged him with destruction of government property. His court appearance is scheduled for July 9.

“I didn’t vandalize anything,” Hearn said. “I didn’t destroy or break or peel anything. By the time I realized what was going on, I was being put in handcuffs.”

This arrest comes amid a storm of controversy surrounding the Reflecting Pool’s recent multimillion-dollar renovation — personally championed by President Trump — which has been plagued by rapid algae growth, peeling surfaces, and accusations of vandalism. In recent days, videos and photos have shown National Guard members patrolling the area in formation, standing watch along the edges, and monitoring visitors during cleanup efforts.

Trump has repeatedly highlighted claims of deliberate damage to the newly “American-flag blue” pool, calling it serious crimes against national monuments. The heightened security presence, combined with this latest arrest of a respected athlete for what Hearn describes as an innocent touch of already-damaged material, has many wondering if the response is proportionate — or if it reflects a broader crackdown on perceived threats to Trump’s high-profile projects on the National Mall.

As the investigation continues and more footage emerges, this incident raises uncomfortable questions about public access to historic spaces, the balance between preservation and over-policing, and how quickly curiosity at a national landmark can turn into handcuffs.
