Sources confirm the woman reported she had been attacked and raped by a man before he cut their throats and set fire to the home. Miraculously, both victims survived.

“People we know, we would hear them talk about it or people in the area we would hear them talk about it but us personally we don’t know much about it but I can say I’m very appalled,” said Danielle, a woman who lives in the building where the tech executive was killed.
During Tuesday’s press conference, City leaders including Mayor Brandon Scott expressed frustration over the fact that Billingsley was out on the streets in the first place, given his criminal history.
“There is no way in hell that he should have been on the street,” said Scott.
Court records show he only served 7 years for a 30-year prison term. He was released in October 2022. And was ordered to serve five years’ probation, submit his DNA, and register as a sex offender.
