New York created its BHP, called Essential Plan, under the Affordable Care Act. More than 700,000 low-income New Yorkers obtain affordable health care through Essential Plan.
At the time, Eric Schneiderman, former New York attorney general, described the HHS decision as a “cruel and reckless assault on New York families.”
On the other hand, Minnesota Attorney General Lori Swanson said, “For each dollar Minnesota sends to Washington D.C., we get just 53 cents back.”
Minnesota’s BHP is called MinnesotaCare and provides affordable health care for more than 89,000 low-income Minnesotans.
New York and Minnesota are the only states operating BHPs under the ACA.
