Among the newly accessible records is an unclassified FBI Crisis Intake report dated July 10, 2019, referencing allegations made by a caller identifying herself as a victim of Jeffrey Epstein.

The intake report — which reflects allegations reported to the FBI’s National Threat Operations Center — names five individuals:

  1. Jeffrey Epstein
  2. Harvey Weinstein
  3. Shawn Carter (Jay-Z)
  4. Leon Black
  5. William Barr

Still, the inclusion of former Attorney General William (Bill) Barr in an intake document dated just days before Epstein’s death raises questions that now merit public clarification.

The intake was logged on July 10, 2019.
Jeffrey Epstein would be found dead in his jail cell on August 10, 2019.

At the time, William Barr was serving as U.S. Attorney General under President Donald Trump.

Barr later testified before the House Oversight and Government Reform Committee in August 2025 regarding his communications with President Trump after Epstein’s death.

Barr testified, that he recalled calling Trump when he learned of the death:

“You better brace for this,” Barr told the panel, explaining that he informed the president that Epstein had “committed suicide.”

Those conversations are now part of the public congressional transcript.

What the Intake Report Does — and Does Not — Say

The July 10, 2019 document records allegations made by a caller who identified herself as a victim of abuse by Epstein and others.

The report includes references to the presence of:

  • Harvey Weinstein
  • Shawn Carter (Jay-Z)
  • Leon Black
  • William Barr

The document does not state that any of these individuals were charged, investigated, or found to have committed wrongdoing in connection with the caller’s allegations.

USA Herald has not identified any publicly available record indicating that criminal charges resulted from this specific intake.

The Broader Context

Jeffrey Epstein was a convicted sex offender who was arrested in July 2019 on federal sex trafficking charges and died in federal custody.

Harvey Weinstein has faced and been convicted on unrelated sexual assault charges in separate cases.

Shawn Carter (Jay-Z), Leon Black, and William Barr have not been charged in connection with the allegations described in the July 10, 2019 intake.

William Barr’s role as Attorney General at the time of Epstein’s death places him at the center of the federal government’s official response.

The appearance of Barr’s name in a contemporaneous intake report does not establish wrongdoing.
