Rep. Anna Paulina Luna Calls Congressional Hearing On CIA’s Dark Legacy – Project MK-Ultra

As dead scientists pile up and declassified files resurface, one Florida congresswoman is demanding answers on America's most sinister Cold War secret

WASHINGTON, D.C. — It is a program most Americans assumed was buried in the past — a relic of Cold War paranoia, covert laboratories, and unwitting human guinea pigs. But MK-Ultra is coming back to Capitol Hill, and this time, a new generation of lawmakers wants to know whether the full story has ever truly been told.

Florida Republican Rep. Anna Paulina Luna announced Wednesday that the House of Representatives will hold a formal hearing on MK-Ultra on May 13. "Hearing on May 13. MK Ultra. House Oversight Task Force," she confirmed in a post on X. KY3

Luna chairs the Task Force on the Declassification of Federal Secrets, a subpanel of the House Oversight and Government Reform Committee, which will convene the session. 

WHAT WAS MK-ULTRA?

MK-Ultra was a CIA program from 1953 to 1973 that studied mind control and the alteration of human behavior. Test subjects were given high doses of psychoactive drugs such as LSD without their consent, and were also subjected to methods including electroshock, hypnosis, sensory deprivation, isolation, verbal and sexual abuse, and other forms of torture. 

MK-Ultra grew out of the CIA's Project Bluebird and included behavioral research projects seeking to develop mind control drugs or "truth serum." In the top-secret Project Artichoke, the CIA experimented with using drugs such as LSD, including on subjects without their knowledge. Sidney Gottlieb, who headed the chemical division of the CIA's technical services, oversaw much of the program, often experimenting with unknowing subjects, including prisoners, mental patients, and prostitutes. 

Perhaps most damning of all: the evidence was intentionally destroyed. In 1973, amid government-wide panic caused by the Watergate scandal, CIA Director Richard Helms ordered all MK-Ultra files destroyed, making a full investigation of the program impossible. A cache of some 20,000 documents survived only because they had been incorrectly stored in a financial records building and were discovered following a FOIA request in 1977. Wikipedia

WHY NOW?

The timing of Luna's hearing is no accident. It sits at the intersection of several converging forces: a White House push for mass declassification, a resurgent public appetite for government transparency, and a series of newly surfaced documents.

Luna suggested new hearings on the program in February after a Daily Mail article noted that a new report on the intelligence service studying mind control was added to the CIA reading room last year.  CIA Reading Room

The Trump administration's push to declassify sensitive government records — spanning the JFK assassination, MLK assassination, Epstein files, and now MK-Ultra — has given congressional figures like Luna a platform to revisit Cold War-era abuses.

IS IT STILL ACTIVE?

No credible evidence suggests the MK-Ultra program itself continues to operate under that name. It was officially shuttered in 1973. But researchers and oversight advocates have long argued that the methods it pioneered — behavioral manipulation, psychological coercion, chemical experimentation — were never fully abandoned, merely reclassified and rebranded across successor programs that remain largely unknown to the public. With most original files destroyed and successor projects still classified, no congressional committee has ever been able to fully account for what happened after 1973 — a gap Luna's hearing may begin to address.

THE DEAD SCIENTISTS QUESTION

Swirling around this hearing is a darker, more contemporary mystery that some researchers have tried to link — however speculatively — to the legacy of covert government programs.

Calls for answers relating to a series of deaths and disappearances involving military figures and scientists amid speculation over potential links to UFO research continue to grow, though no firm connection has been established by authorities. 

The list of those who have died or vanished is striking in its scope: among those named are Nuno Loureiro, director of MIT's Plasma Science and Fusion Center, who was shot dead in December 2025; Carl Grillmair, a Caltech astrophysicist who worked on NASA's NEOWISE mission, who died in February 2026; and Frank Maiwald, a principal researcher at NASA's Jet Propulsion Laboratory, who died in July 2024. Newsweek

President Trump has called the situation "pretty serious stuff," and White House Press Secretary Karoline Leavitt confirmed the administration would investigate whether these cases are connected. 

However, serious caution is warranted. Medical sociologist Robert Bartholomew, who specializes in social hysteria and UFO conspiracy thinking, described the belief in the interconnectedness of these deaths as a case of apophenia — "the tendency to see meaningful links in unrelated events" — noting that social media postings plant the idea of a coordinated attack and prime people "to reinterpret random deaths and disappearances as suspicious and sinister." Wikipedia

No evidence has yet publicly linked these deaths to any MK-Ultra successor program, and Luna's hearing announcement has not referenced them directly.

WHAT DOES LUNA KNOW?

That remains the critical question. Luna has provided no witness list, no specific document set, and no stated agenda beyond the hearing date itself. The lawmaker has not given any additional insight into what the hearing will entail and has not provided information on the time or location. 

What is clear is that Luna is not operating in a vacuum. As chair of the Declassification Task Force, she has access to briefings and documents that most members of Congress — let alone the public — do not. Her pointed February remarks about intelligence agencies maintaining "dirt" on lawmakers suggest she may have seen material that alarmed her, even if she cannot yet say so publicly.

WHY PUT IT ON THE RECORD?

The answer may be simpler than the conspiracy theories suggest: accountability. As the late Sen. Daniel Ken Inouye said during a 1977 joint Senate hearing, "The Central Intelligence Agency drugged American citizens without their knowledge or consent. It used university facilities and personnel without their knowledge. It funded leading researchers, often without their knowledge." Nearly fifty years later, no one has been held criminally responsible for any of it.

Luna's hearing on May 13 may not produce bombshells. It may not connect dots between Cold War mind control experiments and a string of dead aerospace scientists. But it will do something the United States government has resisted for decades: force the CIA's darkest chapter back into the light of public record, under oath, in front of the American people.

Whether what emerges is history — or something more current — remains to be seen.
