A plan authorities describe as both deliberate and deeply dangerous has been dismantled before it could unfold. A 35-year-old woman now faces federal charges tied to an alleged plot to detonate an explosive device at the New York State Capitol, officials announced Thursday, revealing a scheme investigators say was months in the making.

The Arrest and the Charge

Jessica Bowie was taken into custody Wednesday, facing one count of attempting to provide material support or resources to ISIS, a designated foreign terrorist organization, according to John Sarcone, First Assistant U.S. Attorney for the Northern District of New York.

"Bowie had plotted to use an explosive device to attack the New York State Capitol and the New York State Senators," Sarcone said, laying out the core of the alleged conspiracy in blunt terms.

Pledges of Allegiance and Repeated Surveillance

According to Craig Tremaroli, the FBI special agent in charge of the Albany field office, Bowie didn't keep her intentions quiet. She reportedly swore allegiance to ISIS across multiple audio recordings, treating her radicalization less like a private belief and more like a public declaration. Investigators say she also visited the Capitol on at least five separate occasions to scout the building, snapping dozens of photographs in what authorities describe as methodical reconnaissance.

A Weapon Acquired for a Specific Purpose

The plot allegedly extended beyond explosives alone. Bowie purchased a firearm from what officials described as a "confidential human source," telling that source she intended to use the gun "on any law enforcement officer who tried to stop her" — a chilling detail suggesting she'd already planned for a confrontation with responders.

The Target: Senators in Session

Tremaroli, citing the criminal complaint, said Bowie expressed a desire "to destroy as much of the building as possible and kill the senators while they are meeting" — a stated goal that officials say moved the case from concerning online rhetoric into an active, targeted threat against elected officials.

Building the Device

Investigators allege Bowie went beyond mere planning and talk. She reportedly "arranged to have an explosive device made out to carry this attack, even purchasing several of the required materials herself," according to Tremaroli — steps prosecutors say demonstrate the plot had moved into a genuinely operational phase rather than remaining abstract.

An Online Radicalization

Officials described Bowie's path toward extremism as one shaped largely through the internet. Sarcone said she was radicalized online and had "spread messages of hate and violence against the American people," painting a picture of someone whose beliefs metastasized in digital spaces before spilling into real-world planning.

What Bowie Now Faces

If convicted, Bowie faces a statutory maximum of 20 years in prison, a fine of up to $250,000, and a lifetime term of supervised release afterward, Sarcone said — penalties reflecting the severity with which federal prosecutors are treating the alleged plot.

A Plot Stopped in Its Tracks

Tremaroli credited the collaborative law enforcement effort behind the case for preventing what could have been a devastating attack. "Miss Bowie's alleged plot was serious. It was dangerous, and thanks to the partnerships on the FBI's Joint Terrorism Task Force, it was foiled," he said, crediting the coordinated investigative work that unraveled the scheme before it could be carried out.
