California Billionaires Weigh Exit as Wealth Tax Proposal Sparks High-Stakes Economic Debate

California Billionaires are once again at the center of a fierce policy and economic debate as a proposed Wealth Tax threatens to reshape where America’s richest individuals and most powerful companies choose to live and operate.

With a one-time levy aimed squarely at billionaires, the initiative is already prompting strategic moves out of the Golden State, raising broader questions about California’s fiscal future, corporate flight, and the sustainability of its tax base.

California Billionaires and the Wealth Tax Proposal Explained

The proposed Wealth Tax, backed by the Service Employees International Union–United Healthcare Workers West, would impose a one-time 5% tax on net worth exceeding $1 billion for anyone considered a California resident as of January 1, 2026. The measure has not yet qualified for the November 2026 ballot. 

Payment would be due starting in 2027, with payments spread over five years, plus added administrative costs. This is all estimated by the Legislative Analyst’s Office (LAO).

Under the proposal, assets such as real estate, pensions, and retirement accounts would be excluded. Still, the financial impact on California Billionaires would be substantial. A resident worth $20 billion would owe $1 billion, payable over five years.

Larry Page and Larry Ellison Signal California Billionaires Strategic Moves

Some of the state’s most prominent business leaders appear unwilling to take that risk.

Public filings reviewed by Fox News Digital show that entities tied to Google co-founder Larry Page were moved out of California in December, just weeks before the residency cutoff date. His family office, Koop LLC, and influenza research fund, Flu Lab LLC, no longer list California addresses, while his flying-car venture, One Aero, now lists Florida as its primary location.

Oracle founder Larry Ellison has also taken steps that suggest a pullback from California. While a reported $45 million off-market sale of his San Francisco home has not been independently confirmed, the New York Post reported it would be the city’s largest real estate transaction of 2025. Ellison already maintains a major presence in Florida, where tax policies are notably more favorable.

Based on Forbes estimates, Ellison could owe roughly $9.6 billion under the Wealth Tax, while Page’s bill could reach $7.2 billion.

Wealth Tax Supporters Dismiss ‘Flight’ 

Backers of the Wealth Tax argue that fears of mass billionaire exodus are overstated.

“Really, this ‘Chicken Little’ argument that people are going to flee because of attacks — when we look at real-world examples and experiences across the country — none of that ever pans out,” said Suzanne Jimenez, Chief of Staff for SEIU–United Healthcare Workers West, in comments to Fox News.

Others strongly disagree. California chef and restaurateur countered on Fox News @ Night:
“People are awake now… Nobody wants to spend this money on taxes anymore, because it’s just a complete waste of money. So they will leave — and they are leaving.”

 

Jensen Huang Stays Put as Others Weigh Options

Not all California Billionaires are preparing exits. Nvidia CEO Jensen Huang told Bloomberg that he has no intention of leaving Silicon Valley over taxes.


“We chose to live in Silicon Valley, and whatever taxes, I guess, they would like to apply, so be it,” Huang said. “I’m perfectly fine with it. It never crossed my mind once.”

His stance highlights a growing divide among tech leaders — between those willing to absorb higher taxes and those opting for preemptive relocation.

 

Apple, Corporate Departures, and Economic Ripple Effects

The Wealth Tax debate intersects with a broader trend of companies scaling back their California footprint. Apple has already begun relocating employees to Texas, with some workers told to move or face termination. Reports indicate Apple is offering full relocation packages, including housing assistance and cultural training, signaling a coordinated long-term strategy.

A departure from Apple would have severe local consequences. Cupertino could lose nearly $60 million in revenue tied to sales tax disputes, potentially forcing layoffs and service cuts. At the state level, California already faces a $12 billion budget deficit, flat revenue projections, and lingering fallout from a $165 billion revenue miscalculation in 2022.

According to the Public Policy Institute of California, while only 1.9% of company headquarters have left the state, the trend has accelerated since 2017. Companies including Tesla, Chevron, Oracle, McKesson, and Palantir have already relocated operations.
