Louise Lucas and at The Cannabis Outlet, a marijuana dispensary she co-owns, located next door. This is an ongoing, developing situation.

She has ruled Virginia's Senate chamber for over three decades, bending the arc of power in the Commonwealth with the kind of iron will that makes politicians twice her age nervous. On Wednesday, May 6, 2026, L. Louise Lucas walked out of her car and into the most stunning scene of her political life — her own office, surrounded by FBI.

It was not a courtesy call. Federal agents, acting on court-authorized criminal search warrants signed by a federal judge, descended on the Portsmouth legislative office of Virginia's Senate President Pro Tempore in a sweeping corruption and bribery investigation tied directly to marijuana dispensaries. Simultaneously, a convoy of law enforcement vehicles — including an armored FBI unit — surrounded The Cannabis Outlet, the dispensary Lucas co-owns, just steps from her office. The 82-year-old Democrat, one of the most dominant figures in Virginia politics since she first won her Senate seat in 1992, arrived at her Portsmouth office as the raid was already underway. She told reporters she had no idea what FBI agents were doing there. She was served a warrant. She was not arrested. Sources familiar with the probe tell USA Herald this investigation is rooted in allegations of corruption and bribery connected to marijuana dispensary operations in Virginia — and critically, the investigation did not begin under the current administration. Federal law enforcement sources confirm the probe originated under the Biden administration, meaning this is not a fresh political strike. It is a long-running federal investigation that has now reached its most dramatic chapter.

Surveillance cameras captured the moment the FBI arrived. Black SUVs. Surveillance trucks. An armored vehicle rolling into the parking lot outside The Cannabis Outlet. Agents in camouflage stepping out. A voice on a megaphone ordering those inside to exit with their hands up. Investigators then blocked off the entire parking lot as agents moved in and out of the store for hours. At least three individuals were taken into custody during the operation.

Residents gathered outside, stunned. "I'm really shocked that the feds, FBI, whoever may be, are up there in her place," one Portsmouth resident told local media. "They haven't had no problems with her. I guess the higher ups are trying to find some kind of way to catch her in something."

The Cannabis Outlet opened in 2021 — the same year Virginia moved to legalize recreational marijuana — and Lucas has been among the state's most vocal advocates for cannabis legalization.
