Federal law enforcement sources tell USA Herald that FBI agents are executing multiple search warrants — approved by a federal judge — at the Portsmouth, Virginia, legislative office of Virginia Senate President Pro Tempore L. Louise Lucas and at The Cannabis Outlet, a marijuana dispensary she co-owns, located next door. This is an ongoing, developing situation.

She has ruled Virginia's Senate chamber for over three decades, bending the arc of power in the Commonwealth with the kind of iron will that makes politicians twice her age nervous. On Wednesday, May 6, 2026, L. Louise Lucas walked out of her car and into the most stunning scene of her political life — her own office, surrounded by FBI.

It was not a courtesy call. Federal agents, acting on court-authorized criminal search warrants signed by a federal judge, descended on the Portsmouth legislative office of Virginia's Senate President Pro Tempore in a sweeping corruption and bribery investigation tied directly to marijuana dispensaries. Simultaneously, a convoy of law enforcement vehicles — including an armored FBI unit — surrounded The Cannabis Outlet, the dispensary Lucas co-owns, just steps from her office. Agents were seen taking people into custody at the scene.

The 82-year-old Democrat, one of the most dominant figures in Virginia politics since she first won her Senate seat in 1992, arrived at her Portsmouth office as the raid was already underway. She told reporters she had no idea what FBI agents were doing there. She was served a warrant. She was not arrested. But make no mistake: when federal agents deploy armored vehicles and order people out of a building through a megaphone, this is not a routine inquiry. This is the full weight of the United States government landing on the most powerful woman in the Virginia General Assembly.

What the FBI Found — and What They Were Looking For

Sources familiar with the probe tell USA Herald this investigation is rooted in allegations of corruption and bribery connected to marijuana dispensary operations in Virginia — and critically, the investigation did not begin under the current administration. Federal law enforcement sources confirm the probe originated under the Biden administration, meaning this is not a fresh political strike. It is a long-running federal investigation that has now reached its most dramatic chapter.

Surveillance cameras captured the moment the FBI arrived. Black SUVs. Surveillance trucks. An armored vehicle rolling into the parking lot outside The Cannabis Outlet. Agents in camouflage stepping out. A voice on a megaphone ordering those inside to exit with their hands up. Investigators then blocked off the entire parking lot as agents moved in and out of the store for hours. At least three individuals were taken into custody during the operation.

Residents gathered outside, stunned. "I'm really shocked that the feds, FBI, whoever may be, are up there in her place," one Portsmouth resident told local media. "They haven't had no problems with her. I guess the higher ups are trying to find some kind of way to catch her in something."

The Cannabis Outlet opened in 2021 — the same year Virginia moved to legalize recreational marijuana — and Lucas has been among the state's most vocal advocates for cannabis legalization. She has even proposed directing marijuana tax revenue toward covering Virginia's budget shortfalls triggered by federal spending reductions. Now, the business she championed is at the center of a federal corruption probe.

"I am not backing down, and I will keep fighting for the people of Portsmouth and the Commonwealth of Virginia."

SEN. L. LOUISE LUCAS, STATEMENT ISSUED WEDNESDAY EVENING VIA X

The Woman at the Center of the Storm

To understand the magnitude of what happened in Portsmouth on Wednesday, you need to understand who Louise Lucas is. She is not a backbencher. She is not a fringe figure. She is the President Pro Tempore of the Virginia Senate — arguably the most powerful legislative position in the Commonwealth — and has held elected office continuously since 1992. She has outlasted governors, outwitted opponents, and spent more than three decades shaping Virginia law, Democratic politics, and the balance of power in Richmond.

She is also a close political ally of Virginia Governor Abigail Spanberger, the former congresswoman now leading the Commonwealth. A spokesperson for Governor Spanberger acknowledged Wednesday's law enforcement operation in Portsmouth but declined further comment, stating the Governor would not weigh in on an active federal investigation. That silence, from the highest office in Virginia, spoke volumes.

KEY FACTS: FBI RAID ON SEN. LOUISE LUCAS

Date: Wednesday, May 6, 2026, Portsmouth, Virginia

Targets raided: Lucas's legislative office AND The Cannabis Outlet (co-owned by Lucas), located next door

Warrants: Court-authorized criminal search warrants, signed by a federal judge

Investigation type: Corruption and bribery probe related to marijuana dispensary operations

Origin: Investigation began under the Biden administration

Detained: At least three individuals taken into custody at the dispensary

Lucas status: Served a warrant; not arrested; no charges filed as of press time

FBI statement: No threat to public safety; ongoing investigation

The Political Firestorm Erupts

By Wednesday evening, the political battle lines were fully drawn. Lucas's Democratic allies were fast and fierce in their response — and equally fast in framing the raid as an act of political intimidation by the Trump administration's Justice Department.

"Today's actions by federal agents are about far more than one state senator; they are about power and who is allowed to use it on behalf of the people. What we saw fits a clear pattern from this administration: when challenged, they try to intimidate and silence the voices who stand up to them."

— SEN. L. LOUISE LUCAS, WRITTEN STATEMENT, MAY 6, 2026

Lucas pointed to timing that her allies called suspicious: the raid came just two weeks after Virginia voters delivered a decisive redistricting win that Democrats hailed as a rebuke of Trump-backed attempts to redraw congressional maps ahead of the 2026 midterm elections. Lucas had been a central architect of that effort. Virginia House Speaker Don Scott — also from Portsmouth, also a Democrat, also a close Lucas ally — urged the public to pump the brakes.

"Senator L. Louise Lucas has not been charged with anything. I am deeply concerned by today's FBI raid. Given the politicization of the Trump administration's Justice Department and FBI, people should take this with a grain of salt and allow the facts to come out before jumping to conclusions."

— VIRGINIA HOUSE SPEAKER DON SCOTT, STATEMENT, MAY 6, 2026

Republicans saw the raid through an entirely different lens — as long-overdue accountability for a politician who, in their telling, has operated with impunity for too long. Critics pointed to past episodes in Portsmouth where officials who clashed with Lucas faced significant political consequences.

"When the chief of police and prosecutor tried to hold Senator Lucas accountable for her actions last time, each were removed from office shortly thereafter," one Republican official noted Wednesday. "Sunlight is the best cure for corruption."
