ICE Agent Assault Charges Filed in Minnesota Case Tied to Immigration Crackdown

A federal immigration operation already steeped in controversy has taken another dramatic turn, as ICE agent assault charges emerge against an officer accused of threatening civilians with a firearm during a highway encounter.

Prosecutors in Minnesota announced Thursday that Gregory Donnell Morgan Jr. has been charged with felony second-degree assault with a dangerous weapon.

Allegations of Armed Confrontation on Highway

According to Mary Moriarty, Morgan is accused of pointing his gun at the heads of two civilians inside a vehicle — an act described as both alarming and far outside the bounds of law enforcement authority.

The incident allegedly occurred on Feb. 5, when Morgan, driving an unmarked SUV, pulled alongside another vehicle while traveling on the shoulder of a highway. Authorities say he then aimed his duty weapon directly at both occupants as he continued driving.

The driver of the targeted vehicle immediately called 911.

Like a sudden storm breaking over calm traffic, the encounter escalated in seconds — transforming an ordinary commute into a moment of fear and uncertainty.

Charges Filed, Arrest Warrant Issued

Morgan now faces two counts of second-degree assault with a dangerous weapon, one for each victim. A warrant has been issued for his arrest, Moriarty confirmed.

The Department of Homeland Security has not yet responded to requests for comment regarding the charges.

Conflicting Accounts and Evidence

Investigators with the Minnesota State Patrol interviewed Morgan the day after the incident. According to prosecutors, he admitted to drawing his firearm — but only after the other vehicle had already returned to normal traffic flow.

That account aligns with statements from the victims and video evidence reviewed by authorities, Moriarty said.

Prosecutors believe the confrontation may have begun when the victims briefly moved onto the shoulder, possibly to slow Morgan as he attempted to bypass traffic.

Morgan then allegedly pulled alongside them, opened his window, and pointed the weapon at both the driver and passenger.

Prosecutor Calls Behavior ‘Extremely Dangerous’

Moriarty sharply criticized the alleged conduct, warning of the potential consequences.

“Driving while pointing a weapon out of your moving vehicle at the victims who were in another moving vehicle could have led to yet another disastrous incident in a community that has already suffered too many,” she said.

Operation Metro Surge Under Intensifying Scrutiny

The case marks the first time an ICE agent has faced criminal charges linked to the Trump administration’s controversial immigration initiative known as Operation Metro Surge.

The operation brought roughly 3,000 federal agents to Minnesota in late November, igniting national backlash following the fatal shootings of two U.S. citizens.

Those victims — Renee Good, a 37-year-old mother, and Alex Pretti, also 37 — were killed in separate encounters with immigration authorities. Video footage of the incidents fueled widespread protests and bipartisan criticism.

Leadership Changes and Public Backlash

In the aftermath, Tom Homan took control of the operation, replacing Gregory Bovino, who returned to his previous post in El Centro, California.

Homan later announced the gradual winding down of Metro Surge, citing thousands of arrests, though enforcement activity in and around Minneapolis, Minnesota has continued.

Polling from NBC News Decision Desk in mid-February indicated that public support for the administration’s immigration policies dropped significantly following the deadly incidents.

A Case That Could Ripple Nationwide

As the legal process unfolds, the ICE agent assault charges could carry implications far beyond Minnesota — potentially reshaping how federal immigration enforcement is scrutinized across the country.

For now, the case stands as a flashpoint in an already volatile national debate, where law enforcement authority and public safety intersect under intense public scrutiny.
