A federal judge in Rhode Island ruled Monday that the Trump administration is in violation of a court order by continuing to freeze billions in federal grant funds—despite explicit instructions to restore them. The ruling, a stern rebuke of the administration’s defiance, orders the immediate reinstatement of all withheld funds.

In a five-page order, U.S. District Judge John J. McConnell Jr. sided with a coalition of 22 states and the District of Columbia, finding that the administration failed to comply with a Jan. 31 temporary restraining order (TRO) barring the funding freeze.

The administration attempted to justify its actions by claiming the freeze was necessary to "root out fraud," but the judge rejected that argument, stating that the court's order left no room for selective enforcement.
