WASHINGTON, D.C. - Senior U.S. District Judge Richard J. Leon recounted the “sheer recklessness” of Flowers’s predawn ambush before imposing the maximum term negotiated in February’s plea deal: 120 months behind bars. Justice

“Had those deputies hesitated, we might be mourning lives instead of discussing rehabilitation,” Judge Leon told the packed Washington, D.C., courtroom, underscoring why the sentence had to “send a regional—and national—message.”

Flowers, speaking through scarred lips, apologized but offered few details about the still‑unidentified accomplices who fled in a stolen silver minivan. His defense lawyer pleaded for leniency, citing the teen’s lack of prior convictions and lingering injuries from the gunshot. Prosecutors countered that Flowers was fortunate to be alive after brandishing a loaded weapon at federal officers sworn to protect one of the nation’s nine Supreme Court justices.

The night violence came to 11th Street NW

According to the criminal complaint, the confrontation unfolded at 1:17 a.m. on July 5, 2024, in the 2100 block of 11th Street NW—steps from Justice Sotomayor’s residence. Flowers allegedly leapt from the stolen minivan, jammed his pistol through the deputy’s window, and ordered him out. The marshal instead drew his service handgun and fired four times, hitting Flowers in the mouth. A second marshal also fired but missed.

Bleeding heavily, Flowers collapsed; the same deputies he threatened applied first aid while calling paramedics. Recovered at the scene: a Smith & Wesson M&P 40 handgun with eight rounds in its 13‑round magazine—enough, prosecutors argued, for “an execution‑style robbery” had the marshal not reacted.

Rather than indict Flowers for carjacking alone, federal prosecutors charged § 924(c): using, carrying, possessing, and brandishing a firearm during a crime of violence. That statute mandates a minimum seven‑year sentence; plea negotiations locked the term at ten. Had Flowers forced the marshals from the vehicle—or fired a round—he could have faced 15 years to life.

Judge Leon emphasized those consequences while urging the teen to “use every educational and vocational program the Bureau of Prisons offers” to turn the decade into something other than lost time.

D.C.’s carjacking context

Carjackings exploded in 2023 but began falling after a multi‑agency crackdown. Metropolitan Police Department numbers show robberies down 23 percent year‑to‑date and motor‑vehicle thefts essentially flat, yet officials concede that armed youth crews remain a headline risk.

Last month, MPD chief Pamela A. Smith formed a Juvenile Investigative Response Unit, stressing that “one brazen attack on a federal marshal can undercut a year’s worth of progress.” 

Security after Dobbs and extremist threats

The attempted heist came two years after a California man was arrested near Justice Brett Kavanaugh’s Maryland home with guns and burglary tools—events that spurred Congress to beef up U.S. Marshal Service budgets for judicial protection. Deputy marshals now guard all nine justices’ residences around the clock, rotating in unmarked SUVs much like the one Flowers targeted.

Although investigators found no evidence Sotomayor herself was singled out, former marshal‑in‑charge Andrew Borg testified at Thursday’s sentencing that “target or not, the risk matrix is identical once a gun appears.” Flowers’s bullet scar, he said, “owes to the split‑second training we drill every day.”

While Flowers heads to a medium‑security facility, the two men believed to have ridden with him remain unidentified. The stolen minivan was later recovered with wiped fingerprints. Prosecutors hinted that phone extractions revealed Instagram messages discussing “U‑Hauling exotics” and “Fed pops”—street slang for robbing federal agents. Those chats may yet yield indictments.

Victim‑impact statements from the marshals

Both deputies submitted sealed letters. In open court, Assistant U.S. Attorney Benjamin Lucca summarized their trauma: insomnia, tinnitus from gunfire in a confined space, and anxiety each dawn shift. “Seeing a teenager bleed and cry while you save his life—that sticks with you,” one deputy wrote.

A cautionary tale for would‑be carjackers

I’ve covered D.C. gun‑crime cases for years, and the pattern is unmistakable: fleeting bravado, decade‑long fallout. In Judge Leon’s words, “Your finger on that trigger changed three lives—yours included—in under three seconds.” Flowers nodded, the scar bisecting his cheek a permanent reminder.
