Turbulence at the Pentagon: John Phelan’s Departure Shakes Navy Leadership

In a sudden move that sent shockwaves through Washington, the Trump administration dismissed its top naval official on Wednesday, marking a pivotal moment in the unfolding story of John Phelan’s departure. While tensions continue to rise in the Middle East, officials emphasized that the decision was not tied to the ongoing naval blockade near the Strait of Hormuz, but instead stemmed from internal divisions within the Pentagon.

The Pentagon confirmed that John Phelan—a Florida-based investment fund manager and donor to Donald Trump—had been removed from his role as Navy secretary. His exit, the first of any service secretary during Trump’s administration, coincided with a tense week after Iran’s Revolutionary Guard seized two commercial vessels, citing maritime violations.

However, officials say the timing is largely coincidental.

A Leadership Rift Beneath the Surface

According to sources familiar with the situation, Phelan’s removal had been building over several months. Strained relationships with Defense Secretary Pete Hegseth, Deputy Defense Secretary Steve Feinberg, and his own deputy Hung Cao created ongoing friction that ultimately led to his dismissal.

At the center of the dispute was shipbuilding reform—an area President Trump had personally prioritized. Pentagon officials reportedly grew frustrated with what they saw as Phelan’s slow progress. Meanwhile, Feinberg pushed to consolidate authority over Navy shipbuilding and major acquisitions, gradually shifting influence away from Phelan.

Reporting from The New York Times indicates that Feinberg had already begun removing Phelan’s control over key shipbuilding programs, signaling a power shift well before the official decision.

An ethics investigation into the Navy secretary’s office further complicated matters, adding pressure during an already tense period.

A Slow-Burning Exit Comes to a Head

Warning Signs Ignored

Although the firing appeared sudden, warning signs had emerged months earlier. In October, Hegseth dismissed Phelan’s chief of staff, Jon Harrison—a move that weakened Phelan’s internal support. This came shortly before Cao’s confirmation and effectively disrupted efforts to restructure Navy leadership in a way that sidelined other senior officials.

Cao, a former Navy officer and Republican Senate candidate who ran against Tim Kaine in 2024, aligned more closely with Hegseth on military policy and culture. Following Phelan’s removal, Cao was named acting Navy secretary, signaling a continuation of the Pentagon’s preferred direction.

A Broader Pattern of Departures

A Cabinet in Flux

Phelan’s exit is part of a wider wave of departures across the administration. Since tensions with Iran escalated, at least five senior cabinet and military officials have left their positions.

Among them are Kristi Noem, Pam Bondi, and Lori Chavez-DeRemer—all departing within a span of four weeks.

According to Politico, Republican lawmakers are privately warning that additional changes may be coming. Officials believe figures such as Commerce Secretary Howard Lutnick, Director of National Intelligence Tulsi Gabbard, and FBI Director Kash Patel could also be at risk.

One Republican senator described Trump as being in a “bad mood” and preparing to make further leadership changes.

Global Tensions Continue to Simmer

Strait of Hormuz at Center Stage

Meanwhile, geopolitical tensions remain high. Iran’s foreign minister has called the U.S. naval blockade an “act of war” and a violation of ceasefire terms. The White House responded by labeling Iran’s seizure of commercial vessels as “piracy,” insisting the blockade remains effective.

The Strait of Hormuz—a narrow passage just 34 kilometers wide—handles roughly 20% of the world’s seaborne oil, making it one of the most strategically important waterways on the planet.

From Praise to Exit

When Phelan was first appointed, Trump praised him as “one of the most successful businessmen in the country.” That endorsement now stands in stark contrast to his abrupt removal.

In Washington, where power can shift quickly and alliances often change, John Phelan’s departure underscores a familiar reality: influence rarely disappears overnight—it fades gradually, until the final decision brings it to an end.
