Sovereign AI: The Global Pursuit of AI Dominance

Sovereign AI

In the ever-evolving landscape of technological advancement, the concept of Sovereign AI has emerged.

The concept is that the control and mastery of digital technologies, particularly Artificial Intelligence (AI), are paramount to safeguarding and advancing national interests on a global scale. 

As people began to grasp the transformative potential of AI, a world-changing race began. 

Recently billions were invested in generative AI by Big Tech. At the same time, governments and nations started to assert authority over this game-changing technology. 

And the race was on!

What is Sovereign AI?

Renowned technology policy expert Pablo Chavez, affiliated with the Center for a New American Security (CNAS), underscores the necessity for each nation to assert sovereignty over AI. 

He emphasizes that harnessing AI's economic potential while safeguarding national interests is imperative. Indeed, AI has become the modern-day equivalent of gold or oil, as articulated by Prof. Ahmed Banafa of San Jose State University's College of Engineering. 

According to LinkedIn's Tanya Dua, the control over AI resources, from hardware like chips to software and talent, parallels the strategic significance historically attributed to resources like nuclear technology.

Sovereign AI initiatives are rapidly gaining momentum as AI applications saturate diverse industries, from healthcare, farming to transportation. 

Countries worldwide are vying to leverage AI's potential to bolster national security and socioeconomic prosperity.

These initiatives encompass the entire spectrum of AI development, from hardware infrastructure to talent cultivation, exemplifying the multifaceted nature of the Sovereign AI pursuit.

US Chip Production

The United States is spearheading efforts to bolster domestic chip production, investing approximately $50 billion over the next five years. 

"You cannot allow that to be done by other people," NVIDIA CEO Jensen Huang said at the World Government Summit in Dubai last month. The US-based tech company is a big part of the US’s AI investment plan. 

Huang encourages both public and private interests. "The rest of it is really up to you to take initiative, activate your industry, build the infrastructure, as fast as you can," he said.

The initiative aims to reduce reliance on foreign semiconductor manufacturers, notably Taiwanese giant TSMC.

 The US has even implemented export bans on AI technology to nations deemed strategic competitors, such as China and Russia.

Restrictions on sharing AI expertise and licensing requirements for AI chip procurement underscore the nation's commitment to safeguarding its technological supremacy.

EU has AI Action Plan

Concurrently, the European Union (EU) is ramping up investments in AI infrastructure and startups. 

Member states are fostering domestic AI ecosystems through initiatives like Germany's investment in chip manufacturing and France's support for AI research and development.

 Notable endeavors include Germany's collaboration with American chipmaker Intel Corporation and France's emergence as a hub for AI innovation, epitomized by ventures like Mistral AI and investments from billionaires like Xavier Niel.

As nations fortify their positions in the global AI race, Sovereign AI emerges as a pivotal strategy for securing technological sovereignty. 

From regulatory measures to substantial investments in AI infrastructure development, countries are navigating the complexities of AI governance.

Almost eight decades ago we had the nuclear arms race. And fifty years ago, the race to Space began.

Today it is the race to Sovereign AI. But development that took years in the past, is weeks or months-long in our digital world. This may, very well be the fastest race humanity has ever run. 

The convergence of geopolitical interests, economic imperatives, and technological prowess is shaping the future trajectory of nations in the AI era.
