Attorney General Raúl Torrez had signaled for weeks that legal action loomed if the Justice Department failed to hand over information by July 31 regarding alleged historical abuse of girls and young women at Epstein's Zorro ranch, located roughly 30 miles south of Santa Fe. When Friday's deadline passed without meaningful response, Torrez followed through — filing suit in the U.S. District Court for the District of Columbia, a document reviewed by the Guardian confirms.

The Ranch That Never Saw a Federal Search

At the heart of the dispute sits the 10,000-acre Zorro property, a sprawling estate that has surfaced thousands of times across recent releases of the so-called Epstein files. Unlike Epstein's other infamous properties in Palm Beach, New York, and his private Caribbean island — all of which faced confirmed federal searches — Zorro has remained curiously untouched by that level of scrutiny, a gap Torrez reopened his investigation in February to address.

A Law Meant to Force Transparency

The Act That Was Supposed to Open the Files

The government's obligation to disclose what it knew about Epstein's crimes stems from a transparency act signed by Donald Trump in November. Yet Democrats and critics alike have accused Blanche of quietly burying large portions of the files instead — turning a law designed to shine light into darkness into something closer to a locked filing cabinet.

A History Written in Photographs and Testimony

Epstein purchased the Zorro ranch in 1993 from the estate of former New Mexico Governor Bruce King. In the years that followed, numerous photographs taken at the property — many featuring men alongside young girls — surfaced in the latest release of Epstein files. Adding weight to those images, multiple survivors have previously testified about sexual and physical abuse they endured at the ranch at the hands of Epstein and others.

Epstein himself never faced trial for these allegations; he died in a New York jail in August 2019 while awaiting prosecution on child sex-trafficking charges, leaving many questions about Zorro unanswered until now.

What the Lawsuit Demands

A Court Order to Force Compliance

Torrez's complaint asks the court to declare that Blanche and the Justice Department acted unlawfully in withholding evidence related to events at Zorro. It further seeks a court order compelling the department to comply with both the Epstein transparency law and so-called Touhy regulations, which govern how federal agencies must handle document requests during litigation. The filing also seeks costs and any additional relief the court deems appropriate.

A Paper Trail of Warnings

This lawsuit didn't arrive out of nowhere. In a July 14 letter to Blanche, Torrez made his intentions unmistakable, warning he would "pursue all available legal remedies without further notice" if the July 31 deadline passed unmet. He described his efforts to obtain unredacted investigative records as "repeated, documented, good-faith efforts" — language that reads less like a request and more like a paper trail being carefully built for exactly this moment.

A Response That Fell Short

31 Documents, Mostly Old News

The U.S. attorney's office for the District of New Mexico told the Guardian last week that it had "substantively responded" to Torrez's request by emailing 31 documents on June 30. But according to Torrez, that response amounted to little more than old news clippings and heavily redacted pages — paperwork with almost no practical value for state investigators trying to build a real case.

A Cold Case Torrez Wants Reopened Properly

Torrez has framed full transparency as essential to reviving a criminal investigation first opened by his predecessor, Hector Balderas, back in February 2019. That probe was later shelved at the request of federal prosecutors from the Southern District of New York, who were leading their own Epstein investigation at the time.

Those same federal prosecutors delivered another blow last month, telling Torrez they "will not cooperate" with the New Mexico investigation — a refusal he made public in a July 14 social media post that laid bare just how far apart state and federal authorities had drifted on the matter.

What Comes Next

The Guardian has reached out to the Justice Department for comment on Wednesday's filing. For now, the case sets up a legal showdown that could determine whether New Mexico ever gains full access to the records it says are critical to understanding what really happened at Zorro ranch — and whether justice, so long delayed, can still be delivered.
