A newly circulated video from northeastern Pennsylvania is once again putting an uncomfortable question before the scientific community: What should researchers do with potentially valuable UAP footage being recorded not by military sensors, but by ordinary people standing beneath the objects?

The August 26, 2026 encounter occurred in Blakely, Pennsylvania, where a woman walking a neighbor’s dog reported seeing a brilliant white object apparently hovering nearby before accelerating vertically and later moving rapidly out of view.

The witness described the object as silent, without the familiar buzzing of a drone or blinking navigation lights, and said she encountered the light several times during the walk. The sighting was submitted as NUFORC report No. 200502.

Video of the encounter is compelling because the object appears against an everyday residential environment rather than through a distant military infrared system.

But an important distinction remains. The footage can document the appearance and apparent movement of a luminous object. By itself, it cannot establish that the object is extraterrestrial, sentient or operating under “intelligent control.”Those remain hypotheses requiring additional sensor data, distance measurements and independent corroboration.

That is precisely the evidentiary problem Avi Loeb says he wants to solve.

Loeb Wants an Observatory Built for Orbs

On September 5, Loeb unveiled what he calls a UAP Orb Observatory — pairing an all-sky radar system with a meter-class optical telescope.

Radar would first identify an object and determine its position. The telescope would then rapidly point toward the target and attempt to resolve structural details.

Loeb says a system operating at approximately one-arcsecond resolution could distinguish centimeter-scale features at a range of roughly two kilometers. He also proposes attaching a spectrograph, potentially allowing researchers to examine the light spectrum and obtain clues about an object’s composition.

“The first is a radar system,” Loeb wrote of the concept, with the second being a large telescope capable of sharply resolving the target.

Loeb says the Galileo Project intends to design its next observatory around this “orb imager” concept.

It is an ambitious proposal — and scientifically, the rationale is difficult to dismiss. Multiple instruments observing the same event would be vastly more useful than a single cellphone recording.

But there remains a striking disconnect.

Highly unusual footage is already being captured by civilians. Some of it is recorded at short distances, low altitudes, in recognizable surroundings and with modern consumer cameras capable of preserving substantial visual detail.

Loeb and the Galileo Project, however, have deliberately emphasized controlled scientific instrumentation rather than collecting unsolicited public UAP recordings. Galileo’s own FAQ states that it is not seeking outside UAP media or observations.

That approach protects scientific rigor, but it also raises a legitimate question: Are researchers potentially overlooking a growing archive of civilian evidence that could at least be catalogued, authenticated and compared against government cases?

The answer should not require scientists to accept extraordinary interpretations. It requires examining the best available evidence wherever it originates.

Another Government UAP Release Could Be Near — But Nothing Is Announced

The Department of War’s PURSUE program has released five tranches of declassified UAP material on May 8, May 22, June 12, July 10 and August 7, 2026. The most recent portal currently lists Release 05 as the latest tranche.

That cadence makes another release appear plausible in the near term. But as of September 6, 2026, USA Herald found no official announcement establishing a date for Release 06.

The deeper issue is whether the scientific community can bridge the divide between multimillion-dollar instrumentation and the remarkable cameras already sitting in millions of pockets.
