TDI launches Insurance Fraud Task Force

The Texas Department of Insurance has launched a coordinated push against insurance fraud, bringing together dozens of representatives from law enforcement, the insurance industry and consumer advocacy groups to tackle schemes that can leave honest Texans paying the price.

The agency held the first meeting of the Texas Insurance Fraud Task Force on Monday, marking a new step in the state’s effort to crack down on fraudulent insurance activity and ease the financial burden on consumers.

The initiative was established at the direction of Gov. Greg Abbott, who instructed TDI in August to prioritize consumers and use its existing authority to help make home and auto insurance more affordable. Creating the task force was among the actions outlined in that directive.

TDI Launches Insurance Fraud Task Force as Fraud Reports Mount

Texas, the nation’s second-largest insurance market, presents a lucrative target for increasingly sophisticated fraud schemes. The scale of the challenge is reflected in figures from TDI’s Fraud Unit, which received more than 20,000 reports of suspected insurance fraud last year.

Each fraudulent claim can send costs rippling through the insurance system, much like a leak that gradually drains a household’s resources. When insurers pay claims rooted in deception, those expenses can ultimately contribute to higher costs for consumers who follow the rules.

The new task force brings together 63 representatives from law enforcement agencies, insurers, consumer groups and other partners. By coordinating their efforts, members aim to strengthen Texas’ response to fraud and improve the flow of information among organizations working to detect and prevent it.

“Fraud isn’t abstract — it’s personal,” said Insurance Commissioner Amanda Crawford. “Behind every report is a family, a business, or a community that felt the impact. Every fraudulent claim paid raises costs for honest Texans.”

Four Priorities for the New Task Force

The task force will focus on four key areas designed to strengthen investigations, identify emerging threats and help consumers avoid becoming victims of fraud.

Coordinating Investigations Across Texas

Members will work to coordinate insurance fraud investigations statewide, helping relevant agencies and organizations align their efforts when cases cross jurisdictions or involve multiple parties.

Sharing Intelligence on Emerging Schemes

The group will exchange intelligence about fraud trends and schemes, allowing partners to identify patterns and respond more effectively as fraudulent tactics evolve.

Protecting Consumers After Natural Disasters

The task force will develop consumer guidelines aimed at preventing fraud, with particular attention to the period following natural disasters. Such events can leave residents vulnerable as they seek urgent repairs, file claims and navigate unfamiliar contractors or service providers.

Expanding Public Education and Outreach

The initiative will also broaden public engagement through training sessions, webinars and community outreach. The goal is to give Texans practical information that can help them recognize warning signs and protect themselves from fraudulent activity.

As the task force begins its work, state officials are seeking a more coordinated defense against schemes that threaten both consumers and the insurance market. Its success will depend on how effectively its 63 representatives turn shared information and public education into action — and whether those efforts help curb fraud and reduce the costs passed on to Texans.
