In return, Arevalo, armed with his high-level contractor credentials, wielded his influence over Air Force officials, nudging them towards favoring Sotomayor for the coveted contract. The government alleges that Arevalo was also enlisted as an on-call advisor, offering his services to benefit Sotomayor, the contracting firm, and its majority owner.

Conspirators in this sordid affair met clandestinely at the Pentagon, raising the stakes of their twisted alliance. During these covert rendezvous, Sotomayor surreptitiously handed over checks to Arevalo, made out to one of his relatives. This covert financial maneuvering was designed to obscure the corrupt trail, and the relative dutifully deposited the checks on Arevalo’s behalf. Sotomayor then went a step further, issuing 1099 forms to the relative, a calculated move to legitimize the alleged consulting work, a smoke and mirrors act straight out of a Hollywood script.
