Former Union Official in $15K Embezzlement Case Seeks Probation Citing Alcoholism, Redemption

$15K Union Embezzlement

The former financial secretary of a western Pennsylvania steelworkers’ union who admitted to embezzling nearly $15,000 in union funds has asked a federal judge for probation instead of prison, pointing to his battle with alcoholism and recent completion of inpatient treatment.

Vincent Wolf, 58, entered a guilty plea in February to one count of embezzling labor union assets, following an October 2024 indictment that accused him of misusing his position to line his pockets over an eight-year span.

A Pattern of Deception—and Redemption

According to federal prosecutors, Wolf exploited his post as financial secretary for United Steel Workers Local 623 in Freedom, Beaver County from 2013 until he was ousted in a 2021 election. A subsequent audit uncovered a pattern of misappropriation: checks written to himself, ATM withdrawals from union accounts, and personal charges—including alcohol and meals—on the union’s debit card.

Wolf’s defense team argues the theft stemmed from a long-running struggle with alcohol abuse, compounded by personal tragedies, including the deaths of his parents and two sisters—one by suicide. His sentencing memo paints a picture of a man who spiraled into addiction, committing financial crimes under the fog of unresolved grief.

Guidelines vs. Grace

Federal sentencing guidelines recommend between one and seven months of incarceration. However, both Wolf’s attorney and the U.S. Attorney’s Office have recommended probation, leaving the final decision to U.S. District Judge Marilyn J. Horan.

“Supervision impresses upon Mr. Wolf the seriousness of what he has done,” his defense memo states, “while not removing him from the community and making reintegration or reentry extremely difficult.”

It also leaves room for future punishment should he violate probation terms.

Treatment, Confession, and a Path Forward

Following his indictment, Wolf began outpatient treatment, eventually entering and successfully completing inpatient rehab earlier this month. His memo emphasizes that he has taken full responsibility for his actions and is committed to restitution and rehabilitation.

“Mr. Wolf can work on making positive and durable changes, and making amends for the conduct in this case,” the memo reads.

The government’s sentencing memo, filed in May, acknowledges Wolf’s immediate cooperation with investigators and his willingness to plead guilty quickly, suggesting a lack of malicious intent and a genuine desire to atone.

Awaiting Judgment

Wolf’s sentencing is slated for July 23 in federal court in Pittsburgh. As the justice system weighs his fate, the case highlights a sobering truth: even in tight-knit labor communities, trust can be fragile—and redemption hard-won.
