Two months of cooling inflation just cost the average Social Security recipient a few dollars a month they were expecting next year.

Two new estimates published Wednesday project a smaller cost-of-living adjustment for Social Security recipients in 2027 than forecasters had predicted earlier this year, as U.S. inflation eases for a second consecutive month. The Senior Citizens League now projects a 2027 COLA of 3.6%, based on July's Consumer Price Index figures released Wednesday — down from the 3.8% increase the advocacy group had projected just a month earlier.

AARP arrived at a similar, slightly lower figure independently. The organization, which advocates for Americans over 50, said Wednesday it now projects a 3.5% COLA for 2027, down modestly from its earlier forecast of 3.6%.

Still the Biggest Raise in Years

The downward revision doesn't erase the bigger picture. Even at 3.5% to 3.6%, next year's adjustment would represent the largest annual increase to Social Security benefits since 2023 — a reminder that "smaller than expected" and "small" aren't the same thing here.

Both organizations pointed to the same underlying cause for their revised forecasts: Wednesday's July CPI report showed the annualized pace of inflation cooling to 3.4% last month, down from 3.5% in June — a modest shift, but one significant enough to move both groups' projections downward.

What It Actually Means in Dollars

For context, the average retired worker received $2,071 a month in Social Security benefits as of January, according to the Social Security Administration. A 3.6% COLA would raise that average monthly benefit by roughly $75, bringing it to approximately $2,146 a month once the adjustment takes effect at the start of 2027.

Nothing's Final Yet

These projections remain estimates, not decisions. The Social Security Administration won't announce the official 2027 adjustment until October 14, after the September CPI report has been released. The final COLA figure will be calculated using inflation data spanning July, August and September — meaning two more months of economic data could still shift the number in either direction before it becomes official.

A System That Always Runs a Step Behind

The COLA exists to keep Social Security benefits from losing ground to inflation, but because the adjustment is calculated using past price data rather than real-time costs, seniors often feel like they're perpetually catching up rather than keeping pace. The 2026 COLA, which took effect in January, was set at 2.8% — a figure that inflation has already outpaced since March, leaving many recipients feeling like their benefits fell behind almost as soon as the increase kicked in.

Shannon Benton, executive director of the Senior Citizens League, put the frustration in plain terms, noting that seniors don't experience inflation as a percentage on a chart — they experience it directly, in grocery bills, housing costs, healthcare expenses and insurance premiums that have already climbed well before any COLA catches up to reflect it.

That frustration isn't isolated to Benton's own assessment. In a June survey conducted by the Senior Citizens League, 89% of seniors said the 2026 COLA's 2.8% increase left their benefits falling short of the actual inflation they experienced that year.

What Happens Next

With two more months of inflation data still to come before the October 14 announcement, the final 2027 COLA figure remains genuinely unsettled. What's already clear is the pattern underlying it: even as this year's projected increase edges toward becoming the largest since 2023, the gap between what seniors are promised and what they actually feel at the register shows no sign of closing.
