Convicted Killer Captured After Nine-Day Manhunt Raises Serious Questions About Tennessee Prison Security

Behind the Prison Break

  • Two Tennessee inmates escaped state custody within five days, raising serious security concerns.
  • Prosecutors say a convicted murderer reached Illinois before local police were notified he had escaped.
  • Staffing shortages, inmate killings, and delayed emergency notifications are drawing renewed scrutiny.

TENNESSEE - A convicted murderer serving life in prison is back behind bars following a nine-day manhunt spanning multiple states. But his capture has exposed troubling questions about Tennessee's prison security, including a second inmate escape just days earlier.

Jacob Allen Morley, 28, was captured near Kansas City, Missouri, on November 3, after escaping from Northwest Correctional Complex in Tiptonville, Tennessee, on October 25.

Morley was serving life for the 2022 murder of his coworker, Cody Birchfield, whose remains were discovered inside a box beneath Morley's home. His convictions also included aggravated burglary, evidence tampering, vandalism, and evading arrest.

According to the Tennessee Department of Correction, officers confirmed Morley was missing around 11:30 p.m. Surveillance footage subsequently showed him breaching the prison's perimeter fence while still wearing his correctional uniform.

Morley then stole a white Ford F-350 pickup belonging to a local agricultural business and drove into Illinois, where the vehicle was later recovered.

What happened next deserves considerably more attention than the escape itself.

According to CNN's reporting, District Attorney Danny Goodman Jr. revealed that Morley had reached Marion, Illinois, by approximately 4:40 a.m. on October 26. Local law enforcement reportedly wasn't notified until 6:15 a.m.

That means a convicted killer had crossed state lines before nearby police even received notice of his escape.

Goodman questioned why notification took so long, suggesting earlier coordination might have allowed officers to intercept Morley before he left the county.

Equally disturbing, Morley's escape wasn't Tennessee's first that week.

On October 21, inmate Gregory Redden, 63, escaped custody while receiving treatment at Nashville General Hospital. Redden reportedly freed himself from handcuffs and leg restraints before fleeing. Authorities recaptured him within hours.

Importantly, Redden did not escape from Morley's prison. Both incidents, however, involved inmates under Tennessee Department of Correction custody.

The timing raises legitimate questions about whether the department's security practices and staffing problems extend beyond any single facility.

Northwest Correctional Complex has already faced serious scrutiny. A 2023 state audit, cited in subsequent reporting, found a staggering 61% correctional-officer vacancy rate during the fiscal year examined.

More recently, prosecutors secured numerous indictments connected to five inmate killings and attacks involving prisoners and correctional employees.

Staffing shortages have not been established as the cause of Morley's escape. Nevertheless, the prison's documented problems make an independent examination of its security procedures particularly important.

Investigators should examine staffing assignments, security-camera monitoring, perimeter inspections, inmate counts, and the decision-making behind delayed notifications.

Automated license plate readers reportedly helped authorities track Morley's movements before his capture. Yet that technology addresses a different problem—locating someone after an escape, not preventing the escape itself.

For Birchfield's family, the consequences were painfully personal. His loved ones publicly expressed fear and distress while the man convicted of killing him remained free.

Morley's capture ended the immediate public-safety threat. It did not resolve how a life-sentenced murderer breached prison security, traveled across state lines, and remained a fugitive for nine days.

Those answers now belong at the center of Tennessee's correctional oversight.
