Dallas Hospital shooter wearing ankle monitor had history of violent crimes

Dallas Hospital shooter Nestor Hernandez, 30, has been charged with killing two staff members in the Methodist Dallas Medical Center maternity ward over the weekend.

The Dallas County medical examiner's office identified Jacqueline Pokuaa, 45, and Katie Annette Flowers, 63, as the victims.

Texas Department of Criminal Justice spokeswoman Amanda Hernandez said that Hernandez was on parole and wearing an ankle monitor at the time of the shooting. 

Dallas County records show that the hospital shooter has had repeated arrests since 2011. And has had charges of aggravated robbery, burglary, and the unlawful possession of a firearm by a felon. 

Garcia said Hernandez's most recent conviction was an eight-year sentence for aggravated robbery.  “Aggravated” robbery means that the victim was violently attacked.

He was paroled in October 2021 after serving 6-years of an 8-year sentence. In March 2022, he was re-arrested for a parole violation. And released to his parole officer.

 Again, in June, Garcia said, Hernandez was arrested for a second parole violation. And turned over again to the custody of Texas prisons. He was released last month with the ankle monitor he wore during the shooting.

He was permitted to be with his 'significant other' at the hospital during her delivery. Authorities haven't released any information on why Hernandez was allowed the hospital visit. And why he was able to carry a gun after multiple violations of parole for a felony conviction.

Methodist Medical System Police Chief Glen Fowler of the Methodist Medical System said Monday the hospital did not receive advance notice of Hernandez’s criminal history or that he was being tracked with an ankle monitor.

 'That's not something we normally inquire about for a parent. This is an extremely horrific, out-of-the-norm situation. I wish that we would have known, but that is not some information that was provided to us beforehand.'

The DPD is leading an investigation into the shooting. There will be a review by the Texas prison system's Office of Inspector General.

Unfolding tragedy

The tragedy unfolded after Hernandez accused his girlfriend, who had just given birth of cheating. He pulled a gun out and hit her on the head several times with it. And said to her that 'whoever comes in this room is going to die with us.'

Pokuaa entered the room to attend to the woman and was shot and killed. Flowers looked inside the room upon hearing gunfire, and she was also killed.

Hospital police Sgt. Robert Rangel was racing towards the gunshots when he witnessed Flowers get shot. He called for backup and took cover outside the room. 

After reloading his gun Hernandez stepped out of the room where he was wounded in the leg by Sgt. Rangel. And taken into custody by police.

Criminal justice system failure

In a press conference Monday Dallas Police Chief Eddie Garcia said, 'In my opinion, this is a failure of our criminal justice system. A violent individual such as this should not have been on an ankle monitor and should have remained in custody.' 

Garcia added that the woman Hernandez pistol-whipped was treated for her injuries and that a newborn child who was in the room was unharmed. 

Pokuua was a native of Ghana. And the daughter of a retired army colonel living in Accra.

Flowers has been described as a nurse and a hero in her line of work, a single mother to 4, and Grammie to 5 wonderful grandbabies.' 

Family, friends, and coworkers of the women are demanding justice.
