Officials asked to turn over phones at the White House

It had the choreography of a security sweep and the urgency of a crisis. Susie Wiles, President Donald Trump's closest aide and White House chief of staff, and FBI Director Kash Patel personally orchestrated a sweeping internal leak investigation last week inside the White House itself — one that included asking government officials to surrender their personal cell phones to investigators on White House grounds, sources familiar with the matter told CNN.

The probe, which roiled the federal government and stretched across multiple agencies, was triggered by Trump's fury over published reports revealing security deficiencies in the $400 million Boeing 747 gifted to the United States by Qatar and intended for use as Air Force One. The investigation became public the following morning — when the New York Times reported that the Justice Department had issued grand jury subpoenas to four of its journalists who had broken the story.

The West Wing War Room

Patel had been preparing to travel to Chicago on Friday when he was abruptly diverted back to the White House and directed to take personal command of the investigation. He set up in an office directly adjacent to Wiles' in the West Wing, where the two spent roughly seven hours coordinating what one source described to CNN as a "war room" — a command center for an internal government leak hunt operating at the highest levels of the executive branch.

Investigators sought information from officials who had traveled with Trump or played any role in the trip, including personnel drawn from multiple federal agencies. Cell phones were among the devices requested. Not all officials who were approached agreed to hand over their devices, one source told CNN.

At least one federal agency took the unusual step of emailing its employees a warning: if they were contacted by outside agencies requesting information or devices, they were instructed to immediately notify their own agency's legal counsel before complying — a defensive posture that signals how broadly the probe extended and how alarmed some agencies were by its reach.

A Breach of Historic Norms

The mechanics of what unfolded at the White House last week carry significance that extends beyond the leak investigation itself. A White House chief of staff and the director of the FBI personally coordinating a law enforcement probe, operating out of a West Wing war room, directing the collection of devices from government employees across agencies — that is not a description of an investigation conducted at arm's length from political pressure. It is a description of direct White House control over federal law enforcement activity.

CNN has previously reported that Trump spoke with Patel by phone about the leak probe, adding another layer of presidential involvement to an investigation that, by institutional norm, should operate independently of the executive office whose conduct it is examining.

"This reflects the extent to which the White House was willing to exert control over a law enforcement investigation," one source told CNN — characterizing it as a significant breach of the Justice Department's historic independence, while acknowledging it has become a recurring feature of Trump's second administration.

The White House and FBI did not respond to CNN's requests for comment.

The Plane at the Center of Everything

The investigation exists because of a plane — and a story Trump did not want told. The Qatari-gifted 747, retrofitted and repainted to Trump's specifications at a cost of approximately $400 million, became the subject of intense scrutiny after reporting revealed that the Secret Service had urged Trump to travel to the NATO summit in Turkey on an older aircraft due to security concerns with the new one.

Trump publicly disputed that security was the reason for the switch, claiming the newer plane was sent ahead to England's Mildenhall Air Force Base to give stationed US service members "a chance to tour the Aircraft." He departed Turkey on an older plane, then switched back at a secure US airbase in the UK, while maintaining the shift was logistical rather than precautionary.

Sources told CNN a different version: after Trump arrived in Turkey, a fresh security assessment prompted Wiles to brief the president that he needed to depart on the older aircraft. The Qatari 747, despite a rushed installation of defensive capabilities, was still considered inferior in protection to the older plane, which had been purpose-built over years for the specific demands of overseas presidential travel.

What's Missing From the New Plane

The security gap between the two aircraft is not fully understood from publicly available information, but aviation observers examining photographs of the new plane told CNN it appears to lack external modifications to the tail cone associated with a directional infrared missile defense system — the kind of countermeasure that has been standard on presidential aircraft for decades. The absence of visible features does not definitively confirm which systems are or are not installed, analysts cautioned, as some defensive technologies are concealed within the aircraft's structure.

One official previously described the Qatari 747 to CNN as having been "rushed" into presidential service — a judgment that stands in ironic contrast to the two new Boeing VC-25B aircraft acquired under a deal Trump renegotiated during his first term. Those planes, equipped with the full suite of classified communications systems, defensive countermeasures, and specialized design requirements mandated by the military, are not expected to be ready for presidential use until at least 2028.

The First Amendment Collision

The leak investigation's most publicly visible consequence is the subpoena of four New York Times journalists — Julian Barnes, Eric Lipton, Tyler Pager, and Eric Schmitt — who reported on the security concerns surrounding the Qatari plane. Those subpoenas, issued by US Attorney Jay Clayton of the Southern District of New York, demand that the reporters testify before a federal grand jury and were delivered by federal agents to some of the journalists' homes on a Friday evening.

The Times has announced it plans to fight the subpoenas in court. Journalists and press freedom organizations have condemned the DOJ's action as an assault on First Amendment protections for newsgathering.

The chain of causation is now complete and visible: Trump was angered by reporting on the plane's security deficiencies. Wiles and Patel stood up a West Wing war room. Phone turnovers were demanded across agencies. Four journalists were subpoenaed at their homes. And the administration's most aggressive use of law enforcement to suppress reporting in the current term is now a matter of public record — placed there, with considerable irony, by the very journalists the government is trying to silence.
