Regulations built over years can sometimes be dismantled in a single announcement — and that's precisely what happened Monday, as the Environmental Protection Agency moved to repeal rules limiting planet-warming greenhouse gas emissions from coal and natural gas power plants. In a related but separate move, the agency also took steps designed to prevent future administrations from ever regulating climate pollution from power plants again, effectively trying to lock the door on this entire category of oversight.

A Sharp Break From the Past

This rule change, first proposed last year, represents nothing short of a fundamental reversal from the approach taken by Democratic presidents Joe Biden and Barack Obama, both of whom made addressing climate change and industrial pollution central pillars of their environmental agendas. Environmental groups wasted no time condemning the shift, warning it would exact a real cost on Americans' health while further degrading the environment.

The Case for Rolling Back the Rules

According to the EPA, revoking the Biden-era power plant rule would save industry more than $300 billion in costs while helping to "unleash" American energy production. EPA Assistant Administrator Aaron Szabo framed the change as empowering utilities to make decisions that best serve their ratepayers, rather than forcing the shutdown of aging or inefficient plants. The rule is set to take effect soon after publication in the Federal Register — though it's expected to face immediate legal challenges the moment it does.

A Second Rule Aims to Lock Things In Place

Environmental groups are also likely to challenge a separate rule proposed Monday, one designed to prevent future administrations from regulating greenhouse gas emissions from power plants at all. This proposal, expected to be finalized next year, builds directly on the EPA's earlier action revoking a scientific finding that has long served as the central legal basis for U.S. greenhouse gas regulation. That February action had already eliminated all greenhouse gas emissions standards for cars and trucks — and this new plan extends similar logic to stationary sources like power plants.

A Backdrop of Energy Diplomacy

The timing of these announcements wasn't incidental. They came as EPA chief Lee Zeldin, Interior Secretary Doug Burgum and Energy Secretary Chris Wright hosted a G20 ministerial meeting on "energy abundance" in Houston — a setting that doubles as both a tribute to oil-rich Texas's role in the energy industry and, potentially, a pointed message to European and other international allies in attendance who have pursued the very environmental policies the Trump administration continues to dismantle.

A President's Longstanding Skepticism

President Donald Trump has previously called climate change "the greatest con job ever perpetrated on the world" during a speech to the United Nations, and his administration withdrew the U.S. — for the second time — from the 2015 Paris climate accord, which sets voluntary goals for curbing planet-warming emissions. Trump has continued to tout American energy abundance even as the ongoing Iran war disrupts global fuel markets, with gas prices now topping $4.31 a gallon — more than a dollar higher than a year ago.

Pushback From Climate Advocates

Former Vice President Al Gore didn't hold back in his criticism, arguing the EPA's action moves the United States "in the exact opposite direction of the rest of the world." He added, "With ongoing disruption in global energy markets, the clear answer to rising costs and energy security is clean energy." Gore predicted that even as the current administration "is dragging the U.S. backwards," the broader transition to clean energy "will continue to take hold ... both in the U.S. and globally," pointing to clean energy's advantages in cost, job creation and energy security.

Part of a Sweeping Deregulation Push

This power plant rule is just one piece of a much larger puzzle — one of nearly three dozen environmental regulations Zeldin targeted back in early 2025, when he declared what he called the "most consequential day of deregulation in American history." In proposing these new rules last year, Zeldin said they were intended to end what he described as the Biden and Obama administrations' "war on so much of our U.S. domestic energy supply."

Health Advocates Sound the Alarm

Environmental and public health groups have labeled the rollbacks dangerous and pledged to fight them in court. "Tearing down our national protections against climate pollution from power plants will have enormous costs for the health, safety and well-being of families across the country," said Vickie Patton, general counsel for the Environmental Defense Fund. She pointed to Americans already grappling with record-breaking heat, more destructive floods and storms, and skyrocketing insurance costs as evidence of the stakes involved.

Patton emphasized that the EPA carries a legal responsibility to shield the public from harmful pollution, adding that "clean, affordable and reliable technologies are widely available to power our homes and businesses" — undercutting, in her view, any argument that stricter rules threaten reliable energy supply.

The Scale of Power Plant Pollution

Coal, gas and oil-fired power plants account for roughly one-quarter of the nation's total climate pollution, trailing only the transportation sector — making them one of the largest single sources of climate-changing pollution not just in America, but across the entire world.

The Human Cost, By the Numbers

According to an Associated Press examination conducted last year — drawing on the EPA's own prior assessments alongside a wide range of independent research — the rules now being targeted for repeal could have prevented an estimated 30,000 deaths and saved $275 billion annually had they remained in effect.

More Pollution, Higher Stakes

That same AP analysis found that even a partial dismantling of these rules would translate into more airborne pollutants like smog, mercury and lead — and critically, more of the tiny airborne particles capable of lodging deep in human lungs and triggering serious health problems. It would also mean higher greenhouse gas emissions overall, pushing Earth's warming toward increasingly dangerous levels.

The Rule That's Being Undone

Biden had made fighting climate change a defining hallmark of his presidency. Under a strict EPA rule issued in 2024, coal-fired power plants would have been required to either capture their smokestack emissions or shut down entirely. That rule is now being systematically unwound.

The EPA's Legal Justification

In its proposal last year, the Trump EPA argued that carbon dioxide and other greenhouse gases from fossil fuel-fired power plants "do not contribute significantly to dangerous pollution" or climate change, and therefore fail to meet the threshold required under the Clean Air Act for regulatory action. The agency further claimed that greenhouse gas emissions from coal and gas-fired plants "are a small and decreasing part of global emissions."

Zeldin, a Republican and former New York congressman, characterized Biden-era climate actions as efforts to "suffocate our economy in order to protect the environment," arguing they were specifically designed to regulate the coal industry "out of existence" and make it "disappear."

Industry Cheers the Change

The coal industry and groups representing coal-fired power plants have consistently denounced the Biden rule as regulatory "overreach," pushing hard for its repeal. Michelle Bloodworth, CEO of America's Power — a trade organization representing the U.S. coal fleet — argued that lifting the rule "will protect grid reliability and shield electricity consumers from higher costs at a time of surging demand from data centers, artificial intelligence and advanced manufacturing."

In the end, this rollback lands at the intersection of two competing visions for America's energy future — one betting on unleashed fossil fuel production to meet surging demand, the other warning that the health and climate costs of that bet could prove far steeper than any short-term savings.
