NASA has begun turning plans for a new United States Space Academy into something far more concrete, opening the door for states across the country to make their case for hosting what could become a major new federal aerospace institution.

NASA Administrator Jared Isaacman chaired the first meeting of the Presidential Commission on the United States Space Academy on September 9, less than two weeks after President Donald Trump signed an August 28 executive order launching the initiative.

The following day, NASA issued a formal Request for Information asking states to identify potential sites, resources, infrastructure and partnerships that could support the academy. Each state is permitted one official state-sponsored response endorsed through the governor's designated representatives.

The timetable is unusually aggressive for a proposed federal educational institution.

NASA is examining locations capable of supporting a groundbreaking no later than 2027. The agency also wants an interim solution that could allow approximately 300 students to begin instruction in 2028, with a permanent campus envisioned as operational by 2031. State responses are due October 26.

A Different Kind of Federal Academy

NASA describes the proposed Space Academy as a NASA-led, civilian federal academic institution combining advanced technical education with leadership development, civic responsibility and a continuing commitment to public service.

Its potential student pipeline extends well beyond astronauts. NASA says the institution could prepare engineers, scientists, pilots, operators, entrepreneurs, civil servants, warfighters and other professionals working throughout the expanding aerospace sector.

That broad mission reflects how dramatically America's space ecosystem has changed. NASA is no longer operating in a landscape dominated primarily by government programs. Commercial launch providers, private spacecraft developers, defense organizations, emerging orbital industries and an expanding Space Force all require highly specialized technical talent.

The academy is intended to address that workforce challenge while combining technical expertise with public-service obligations.

During the commission's first meeting, members began examining governance, curriculum, partnerships, service commitments and implementation — questions that could ultimately determine whether the academy looks more like a traditional federal service academy, a specialized science and engineering university, or something entirely new.

The Academy Is Not Fully Established Yet

There is an important legal distinction in what occurred on August 28.

The executive order created the Presidential Commission on the United States Space Academy and directed it to develop recommendations for establishing the institution. It did not, standing alone, complete every legal and budgetary step necessary to open the academy.

The commission has 120 days from the executive order to submit recommendations addressing matters including governance, service obligations, location and potential legislative requirements.

The order further states that implementation would occur following presidential approval and “any necessary legislative action,” and must remain consistent with applicable law and available fiscal resources. In practical terms, congressional involvement could become necessary depending on the academy's eventual structure, statutory authorities and funding requirements.

States Now Get Their Chance

NASA's RFI puts the next phase partly in the hands of governors.

Potential host states are being asked to address site readiness, environmental and regulatory considerations, location, surrounding infrastructure and the aerospace or educational ecosystems capable of supporting the academy.

NASA is also seeking information about estimated costs and potential state, local and non-federal partnerships. The current RFI is exploratory; the agency specifically notes that a separate solicitation for formal proposals could come later.

For whichever state ultimately emerges as the preferred location, the implications could extend well beyond the campus itself. A federal space academy could attract aerospace companies, researchers, government programs, advanced manufacturing, university partnerships and a highly specialized workforce.

For NASA, however, the larger objective is national.

“Our first Commission meeting made clear how much talent and commitment we have behind” the Space Academy effort, Isaacman said following the meeting.

The coming months should reveal whether that vision can be transformed from an executive directive and commission blueprint into a permanent American institution.
