Alleged Chinese Agent Has Ties to Overseas Scam Group

Chinese spy

A Federal investigation into California realtor Wanying “Heather” Zhang reveals connections to business associates linked to alleged money laundering as well as a Cambodian fraud network.

An alleged Chinese agent is charged with acting as an unregistered representative of the Chinese government. She has connections to individuals associated with international criminal investigations involving cryptocurrency fraud, forced labor and alleged money laundering, according to a CBS News investigation and federal court records.

The case involving California real estate agent Wanying “Heather” Zhang has drawn attention to overlapping business relationships and luxury lifestyles that intersect with investigations into alleged transnational criminal networks.

Zhang Charged

The FBI charged Zhang, 34, with acting as an unregistered foreign agent after investigators allegedly connected her to surveillance of the son of Taiwan’s president in Seattle in 2025. According to CBS News, Zhang was accompanied by Fatai Miao, 54, a California construction entrepreneur whose business and residential connections appear in records from a separate money laundering investigation.

The reported connections raise questions about the people in Zhang’s professional and social circles. However, investigators have not publicly established that Zhang participated in the alleged Cambodian fraud network or the separate drug-related money laundering operation.

Federal Investigation Examines Alleged Intelligence Activities

Federal authorities allege Zhang spent years conducting intelligence-related activities in the United States on behalf of the Chinese government. Her arrest and subsequent court proceedings have focused on allegations that she operated without registering as a foreign agent.

During a court hearing, a federal prosecutor reportedly alleged that Zhang operated an unlicensed currency exchange business and sent $190,000 in profits to a Chinese bank account. The government’s allegations add a financial dimension to a case that initially attracted attention because of the alleged surveillance activity in Seattle.

The allegations remain unproven in court. Zhang has not been charged with a crime related to the Prince Group or the separate alleged cartel-linked money laundering organization, according to CBS News.

Irvine Property Appears in Separate Money Laundering Probe

Miao’s business connections have drawn scrutiny because a five-bedroom home in Irvine, California, associated with his construction business also appeared in a 2023 federal criminal complaint involving an alleged money laundering organization.

The Drug Enforcement Administration investigated suspected cash movements at properties across Los Angeles and Orange counties. In an affidavit, task force officer Steven Gonzalez described observing a man deliver a red, medium-sized weighted tote bag to the Irvine residence on March 1, 2023.

The officer wrote that he believed the man had delivered U.S. currency generated by illicit activity. The complaint alleged that the broader organization operated an unlicensed currency exchange and laundered money for the Sinaloa Cartel.

Miao Linked to Criminal Activity

Miao was not named or charged in that complaint. The appearance of a property associated with his business in the court filing does not establish that he knew about or participated in the alleged criminal activity.

Prosecutors later said Miao traveled to China on a one-way ticket shortly before FBI agents executed a search warrant at his Irvine residence. His son told CBS News that his father did not wish to comment and that he did not believe his father knew about the property's alleged connections to organized crime.

Business Relationships Lead to Prince Group Investigation

Another line of inquiry involves business relationships connecting Miao’s business partner, Cheng Zhang, to companies associated with Chen Sokly, whom U.S. prosecutors have described as an alleged enforcer for Cambodia-based Prince Group.

Corporate records reviewed by CBS News reportedly show that Big Bow LLC is managed by Cheng Zhang and M Capital Global California LLC, which is controlled by Sokly.

Those business relationships provide context for the investigation but do not, by themselves, establish criminal conduct by every person or company involved.

In October 2025, the U.S. Department of Justice announced an indictment charging Prince Group chairman Chen Zhi with wire fraud conspiracy and money laundering conspiracy. Prosecutors alleged that the organization operated forced-labor scam compounds in Cambodia, where trafficked workers were compelled to carry out cryptocurrency investment fraud schemes targeting victims in the United States and elsewhere.

The Justice Department also announced a civil forfeiture action involving approximately 127,271 bitcoin, valued at about $15 billion at the time of the announcement. The department described the action as the largest forfeiture in its history.

The indictment alleges that workers were held in compounds surrounded by high walls and barbed wire and faced threats of violence. Victims of the scams were allegedly persuaded to transfer money into fraudulent cryptocurrency investments.

Prince Group has denied the accusations, describing the U.S. government's actions as unjustified and maintaining that its businesses are legitimate.

Luxury Cars and Yachts on Social Media

Social media posts have provided another glimpse into the relationships surrounding the investigation.

In 2024, Zhang posted a photograph on the Chinese social media platform Xiaohongshu showing her seated inside a Bugatti Chiron. Her caption described the vehicle as belonging to a friend. The post was removed after the allegations became public, according to CBS News.

The car was linked to Wenzhi “Wesley” Fei, a cryptocurrency trader who told CBS News that he had borrowed it from Sokly. Fei described Sokly as a friend but denied knowing Zhang and said he was unfamiliar with Prince Group’s business dealings.

Social media images and videos also reportedly showed Fei with Sokly around luxury sports cars and aboard a 71-foot yacht identified in customs records as having been imported from Singapore.

Fei has not been charged with a crime. CBS News reported that neither he nor Zhang has been connected in federal law enforcement filings to the Prince Group or the separate cartel-related money laundering investigation.

Allegations Require Careful Distinctions

The investigations illustrate how federal authorities are examining alleged financial and intelligence activities that cross national borders. They also demonstrate why corporate records, property ownership, social media photographs and personal associations must be distinguished from evidence establishing criminal liability.

The allegations against Zhang concern acting as an unregistered foreign agent. The Prince Group indictment concerns alleged cryptocurrency fraud, forced labor and money laundering. The separate California investigation concerns an alleged money laundering operation accused of working with the Sinaloa Cartel.

These matters involve different allegations and separate evidentiary records. A reported connection between people associated with the investigations does not prove that they participated in one another’s alleged offenses.

The Prince Group has rejected the government's claims, while Zhang, Miao and Fei have not been established in court to have committed the separate crimes described in the reports. Zhang faces the foreign-agent charge, and Miao and Fei have not been charged with the offenses discussed in connection with these alleged networks.

As the cases proceed, court filings, financial records and evidence presented by prosecutors will be central to determining which allegations can be substantiated.
